Thank you to National Ready Mixed Concrete Malaysia (NRMCA) for inviting me to share the Sustainability of The Concrete Industry Moving Forward with more than 200 participants!

The focus of the topic is on Regulating Framework and Standards for Compliance to Enhance the Quality of Building Materials.
It should look at the ecosystem and support system through awareness, capacity building, guidelines, and standards and certification.

Awareness should be focused on construction stakeholders whether contractors, manufacturers, project owners, consultants or other parties related to construction.
Meanwhile, guidelines and standards need to be seen for the development of green materials instead of the existing standards MS EN 206 for concrete and MS EN 197 for cement.
Capacity building should focus on understanding green materials, environmentally friendly products, construction methods, etc
And the final focus on product certification. Currently in Act 520, concrete and cement have already been listed in the Fourth Schedule of Act 520. It has already been enforced by CIDB Malaysia.

The Centre for Quality Assurance and Certification (CQAC) is one of the departments under the Construction Research Institute of Malaysia.
What did we provide to Construction Industry ???
CQAC is the one-stop solution for certification schemes related to quality, safety and environments. The scheme is more fragmented with the various stakeholder’s needs.

Quality Scheme?
CQAC has a new program on Contractor Quality Management Systems (CQMS) that focuses on elevating the increase in the management system for the contractor. It was an independent system to evaluate the implementation of a quality management system for contractors and it is based on Construction Industry Standard CIS 29.
In addition, CQAC provides the assessment for the quality of buildings and roadworks through Construction Assessment Centre (CASC). This assessment focuses more on the quality of workmanship, and it is based on Construction Industry Standard CIS 7.
Besides that, under Quality Scheme, CQAC provides Product Certification (PC) through CREAM Certification Services. It was an accredited certification body based on ISO/IEC 17065 and certifies all construction products and materials.
CQAC also provides Construction Product Approval (CPA) and Technical Opinion (TO) through Construction Technical Approval. It focuses on the certification scheme for Industrial Building System and technical products that needs to evaluate and certify using certain requirements.

Safety Scheme?
For Safety, CQAC also has certification for the assessment related to safety and health for the construction site. It is the 3rd party assessment to assess the implementation and compliance of standards and it is based on Construction Industry Standard CIS 10.

Environmental Scheme?
Furthermore, CQAC provides the environment and sustainability scheme using MyCREST and Sustainable INFRASTAR for building and Infrastructure works toward sustainable development.

Yesterday, we had an Industry engagement with the manufacturer of Steel Framing Systems on the Construction Product Approval (CPA) certification program.

During the discussion, the process and procedure were explained for how to get the certificate. Construction Product Approval (CPA) & Product certification (PC) requirements are also explained if the material is listed under the Fourth Schedule of Act 520.

Therefore, CREAM is a one-stop solution for either product certification or certification product approval of construction products for manufacturers or suppliers to obtain their certification.

What is Thermal Insulation Product?
Thermal insulation product refers to the use of insulation materials for buildings to slow the transfer of heat through the enclosure to reduce heat loss.

Thermal Insulation Products have been listed under the 4th Schedule Act 520. The standard shall comply with MS 1020: Thermal Insulation Product for Buildings.

What is Radiant Barrier and Insulation Material?
The radiant barrier is a reflective material facing an open-air space, meanwhile, reflective insulation is a thermal insulation system consisting of one or more low emittance surfaces, bounding one or more enclosed air spaces.

Radiant Barrier and Insulation Material have been listed under the 4th Schedule Act 520. The standard shall comply with MS 2095: Radiant barrier and reflective insulation building materials
