Indonesia is moving toward mandatory halal compliance for cosmetics.

Under Peraturan BPOM No. 17 Tahun 2023, cosmetics require BPOM notification as part of the market authorisation process.

On the halal side, UU No. 33 Tahun 2014 and PP No. 42 Tahun 2024 form the main legal basis, and BPJPH has stated that cosmetics are targeted for mandatory halal compliance by 17 October 2026.

Typical halal certification flow:

1️⃣ Register in SIHALAL
2️⃣ Submit legal, product, and material documents
3️⃣ BPJPH administrative verification
4️⃣ LPH audit
5️⃣ MUI fatwa determination
6️⃣ Halal certificate issuance
7️⃣ Use the halal label in accordance with BPJPH requirements

This is especially important for brand owners, OEM/ODM manufacturers, importers, and regulatory teams planning to enter or expand in Indonesia.
