We're hiring State Oversight Leads nationwide—across all 36 states and the FCT!

Performance and Financial Management Officers (PFMOs) are deployed across all 774 LGAs in Nigeria. Operating directly at the primary healthcare level, they provide vital fiduciary oversight, tracking expenses, verifying data, and ensuring healthcare funds are transparently utilized to serve local communities.

As a State Lead, you will be the strategic driving force within your state:
- Lead and support a dedicated team of PFMO Consultants.

- Drive monthly operational targets and ensure data accuracy.

- Work directly with government agencies and key public health partners.

Through routine visits, Performance and Financial Management Officers (PFMOs) step into Primary Health Centres across Nigeria.

Their mandate is vital, monitoring the utilization of the Basic Health Care Provision Fund (BHCPF) but their true impact goes far beyond checking boxes.

As we reinforced during our recent Virtual Townhall with a Chief Accountant at the National Primary Health Care Development Agency (NPHCDA), Hassan Ibrahim, the objective of this project is not to police facilities. By deploying officers to consistently monitor operations, we are shifting the focus from simply auditing compliance to building a permanent culture of financial integrity at the grassroots level.

When oversight is visible, supportive, and consistent, a profound shift happens on the ground:

đź“Š Internally Generated Revenue (IGR) is properly receipted.
đź“‚ Stock records and ledgers match reality.
🏥 BHCPF protocols are strictly followed.

We are not just monitoring funds; we are building robust systems to ensure every healthcare investment translates directly into accessible, dignified care for the community. When doing the right thing becomes the everyday default, accountability has done its job.

For over two years, the Alulu Primary Health Centre in Imo State was completely abandoned—overgrown by bush, stripped of essential drugs, and devoid of medical equipment. The community was forced to travel far from home just to access basic care.

But accountability changes everything.

Through the active oversight of a PFMO, the facility’s BHCPF funds were strictly monitored to ensure they were utilized exactly as planned. Under her collaborative supervision with the facility leadership, the clinic was completely transformed.

The bushes were cleared, the building secured and rehabilitated, and essential drugs, maternity tools, and patient beds were finally procured.

The result? Following this intervention, Alulu Health Facility proudly recorded its first patient attendance in over two years.

We serve as the bridge between healthcare policies and grassroots realities.

Whether it’s tracing dormant Basic Health Care Provision Fund (BHCPF) allocations, helping facilities strategically restructure their internal revenue (IGR) to stay open 24/7, or stepping in to ensure a mother doesn’t pay out-of-pocket for free medication—our work goes far beyond checking boxes on a ledger.

We don’t just audit funds; we optimize healthcare systems. We ensure that every naira invested translates directly into accessible, dignified, and continuous care for the communities that need it most.

What was once abandoned is now active again.

Today, access to care has been restored in Umuhu Community, Ezinihitte Mbaise LGA, Imo State after over three years of inactivity.

This milestone was made possible through the dedication of the PFMO on ground who identified the gap, followed through on accountability, and worked consistently to ensure BHCPF funds were recovered and the facility became functional again.

Services have now resumed, including immunization, antenatal care, and healthcare for children and the elderly.

With support from the National Primary Health Care Development Agency, the State PHC Development Agency, community leaders, and facility staff, this is a clear example of what coordinated action can achieve.

And this is just one of many impacts PFMOs are making happen across communities.
