Blackout in North: Power Minister Adelabu meets Senate, says Sabotage, Vandalisation Responsible

The Minister of Power, Chief Adebayo Adelabu, has attributed the current blackout in the northern part of the country to sabotage and vandalisation of the infrastructure of the ministry and not grid collapse.

The Minister spoke on Tuesday, October 29, 2024, when he appeared before the Senate Committee on Power at the National Assembly in Abuja.

He told the lawmakers that urgent measures must be taken to secure the nation’s assets from being ruined by bandits and terrorists. He also said that serious efforts are on going to restore electricity to the north and this would be achieved within 72 hours.

He also informed the lawmakers that the ministry is working in collaboration with the National Security Adviser and other security agencies to ensure that normalcy is restored.

“What we are witnessing, particularly with regard to the power situation in the north is unfortunate but worrisome. I also want to inform you that is far from grid collapse but purely sabotage and vandalisation. The transmission line that takes power to the north was destroyed by bandits and terrorists and what can we do about that? It has happened before that this same line that transmits power from Shiroro to Mando and Kaduna was vandalised and we fixed it without anybody knowing about it. But this time around, it is extremely bad. The bandits also threatened our contractors, who were to fix the line back and that is why we sought the help of the NSA and other security agencies to get the line restored back.

“We have explored an alternative route, which is the Bauchi route and that one also was vandalised anyway but that is easier for us to deal with and that is why we can say that in two to three days, there will be electricity supply back to the north”, the Minister said.

He equally told the senators that Nigeria must invest seriously in the power sector for the country to navigate out of its current crisis such as the incessant grid disturbances.

He also said the ministry is investing in solar energy option as an alternative to the grid.

“Beyond all these that we are saying, we need to be looking at alternative to power supply and the one that is most acceptable now is the solar power. All of the 20 states of the north are blessed with sunshine. So, solar is possible as we need just 10 hours of sunlight for its effectiveness. We are exploring this and we are making progress with it. We have investors on ground who are working on 100MW of power in each of the 20 states in the north. We are working to achieve this option”, he said.

Adelabu also disclosed to the lawmakers that the ministry is working to decentralise the grid system so that each of the states in the country would have its own grid.

“The world has moved beyond a centralised grid. We are regionalising the grid. One of the ways to achieve this is that a memo has been sent to Mr. President for him to approve of it. It will involve establishing what is called the ‘Super Grid’, as a back up grid and alternative way of passing power across to the various parts of the country. This will address the challenge that we are dealing with now as there will be two or three optional routes to transmit power.

“States will be able to have their own grid and generation will not be concentrated in a particular region by using thousands of kilometres of transmission lines to take power to other regions.

“If you look at our hydro power today, 80 per cent of it is in Niger State; Shiroro, Jebba, Kainji, and Zungeru and we can say that hundred per cent of it is in North Central. Again, if you look at the gas fired plants, 80 percent of it is located in the Niger Delta region of Port Harcourt, Cross Rivers, Edo, Delta, and a few in Ogun State that is Omotosho and Olorunsogo. Imagine the length of transmission lines to move power from Niger Delta to other parts of the country.

“We want to ensure that we regionalise the grid, where every state will have its power source. You will not need to take power from the Niger Delta to Maiduguri or from Niger State to Oyo. In this case, if there is a problem with the national grid, states will have a back up. This is the medium term solution we are looking at but the ultimate is the solar power solution”, the Minister said.

The Minister explained to the lawmakers that in most cases what happened to the grid was not a collapse but disturbance. He said there is no where in the world that this does not happen but how to deal and handle such is the main challenge.

“Grid disturbances are not new to us and we have also seen grid collapses in the past. There are a thousand and one reasons why a grid can collapse but we need what we call automation for managing and controlling it. We lack automation in controlling the frequencies. We are just installing it with the help of the World Bank.

“On October 14, 2024, we had a total grid collapse but it was restored within 2 to three hours. But what happened on Saturday October 19, 2024, was not a grid collapse. One of our transformers in Jebba, caught fire and so the grid had to be shut down so that it could be fixed. That particular transformer is 47 years old. It was installed in 1977, during the FESTAC 77.

“Nigerians must be told the truth. We have a grid that is over 50 years old and lack regular maintenance. These are the issues and the challenges we are dealing with. We have infrastructures that are obsolete, weak, and old and are regularly vandalised. Until the entire network is fully revived and upgraded, grid disturbances is almost inevitable”, he said, as he attributed the relative stability in the power sector to the Presidential Power Initiative of President Tinubu.

Houses, roads submerged as dam collapses in Maiduguri

The Alau Dam, which has been at full capacity for the past week, collapsed in the early hours of Tuesday.

The areas most affected include Fori, Galtimari, Gwange, and Bulabulin.

Several videos on social media show flood sweeping through streets, forcing many residents to desert their homes for higher plains.

Wild animals, including snakes, crocodiles and ostriches, were flooded out of their enclosures at the state zoo and into the streets.

In a statement on Tuesday, Usman Tar, the state commissioner for information and internal security, issued a flooding alert, urging the immediate evacuation of those living along the river banks.

Tar also urged residents of the affected areas to follow evacuation routes to ensure safe passage.

Due to the unusually high volume of water this year, we urge all the residents living along the river bank to take immediate action to protect themselves and their properties,” he said.

“The Alau Dam water has broken down another channel that is currently destroying farms and the water is heading toward the river bank.”

Zubaida Umar, director general of the National Emergency Management Agency (NEMA) said: “In response to the unfortunate flooding situation in the Maiduguri metropolis of Borno State, which started last weekend and increased in the early hours of Monday, 9th September 2024, resulting from excess waters from the Alau Dam, we have begun the evacuation of residents of the affected communities and working on provision of food, shelter, and medical assistance.

“One of the spillways of Alau Dam collapsed, leading to a significant increase in water flow downstream and exacerbating the flooding in surrounding areas.”

The last time the dam collapsed was in 1994, leading to unprecedented flooding in Maiduguri, with nearly half of the town submerged.

Tinubu vows to replicate China’s infrastructure in Nigeria

President Bola Tinubu has expressed his commitment to replicate China’s infrastructure in Nigeria, following his visit to China.

He made this known during a meeting with the Nigerians in Diaspora Organisation in China (NIDO China) and the Nigerian community in Beijing.

Ajuri Ngelale, the President’s spokesman, said in a statement, that his discussion with President Xi Jinping and participation at the 2024 Forum on China-Africa Cooperation, FOCAC, summit highlighted the importance of investing in infrastructure.

He emphasised the need for innovative teaching methods and a flourishing business environment.

President Tinubu urged Nigerians in China to be good ambassadors and represent Nigeria positively.

LASG Says No Going Back On Full Enforcement Of Drainage Right-Of-Way Restoration

The Lagos State Government says there is no going back on the enforcement and restoration of right-of-way of all drainage channels in the state.

The Commissioner for the Environment and Water Resources, Mr Tokunbo Wahab, stated this while conducting an on-the-spot assessment of some drainage channels in the state.

Wahab said that the government was determined to restore the environment from all forms of contraventions that had altered the landscape.

He noted that the government has awarded contract on restoration design in the axis in order to negotiate the task of making Lagos flood tide free.

“The Governor has awarded contract for the restoration of some critical systems on this axis around Ishashi, Oke-Odan, where we have seen people deliberately erecting on the channel.

“They have been served notices; so we have to start enforcement along with the contractor who is ready to commence work immediately,” Wahab said.

He said that all concerned have been served violation notices which had ceased and as similar enforcement would commence today.

He said the Law would take its full course as it was observed that some people along the System 40 drainage Channel in Ojo Local Government Area have erected on the canal path and narrowed the primary channel.

He said the development have led to incidents of flooding in the axis.

He stressed that the government would not back down on the enforcement, adding that it would insure that seven metres drainage reversal on all drainage channels were restored.

The manager said that 15 metres drainage setback is the standard right-of-way to be restored at Alaba International Market outfall.

He said that the House of Assembly member representing the area, Hon Olusegun Ege, who was also present during the exercise advocated for lower than 10 metres to be observed.

“This is just to let people know we are not dropping the ball and the rainfall has been veritably favorable so we have no reason than to just move to site.

“We will clean up the rainspouts and restore the right-of-way and also take possession of the public structure.

He noted that the ministry has engaged in series of sensitisation and advocacy, adding that it would not stop enforcement processes where necessary.

According to him, where there is a law in place, there is always provision for enforcement.

Wahab advised developers and landlords in other parts of Lagos to insure that they do not worm on public structure such as drainage channel, be it primary or secondary.

Also speaking, the Special Adviser on Environment, Mr Olakunle Rotimi- Akodu said the unwholesome practices of some developers and business owners were tragic .

Rotimi-Akodu said that their habit of converting the right-of-way into land and completely erecting on it has exposed other property owners to troubles of property loss.

He charged all residents to support government efforts in making Lagos a safe, clean, flood tide free and sustainable bone.

In his remarks, the President-General Alaba International Market, Chief Nnamdi Amajioyi said the market executives would cooperate to find a lasting solution to the challenges being faced in the area.

“We’ve challenges whenever it rained. I believe that if we go by what the ministry said, the problem of flood tide will be a thing of the history” Amajioyi said.

The places visited included Isheri/ Aiyetoro/Ologe Primary Channel at Anuoluwapo/Oke- Odan Street Ishashi, Ojo Town and Alaba Rago Primary Channel (System 40B).

Others included Alaba International Market Primary channel (System 40) and Ojo Local Government Area.

Sen. Adeola’s road construction facilitations excites constituents

As Senator Solomon Adeola (APC, Ogun West) continues to deliver more road constructions and rehabilitation across his senatorial district and beyond, key constituents have continued to shower praises on him for his numerous project facilitations across critical sectors.

Hitherto, the senator facilitated the construction 13 road projects of various length ranging from 2- 5 kilometers with culverts which were part of his delivery in one year as senator representing Ogun West senatorial district with several others ongoing at various stages of completion.

Among the now completed and nearing completion road projects of the senator in Ogun West that is generating positive comments across social media users over the weekend are the completed Ilashe- Okere Township Road in Ipokia Local Government, the completed Sabo- Babalawo Road in Owode Idi Ayin in Imeko- Afon Local Government and the ongoing asphalting of Idogo- Ipaja Road in Yewa South Local Government.

Apparently in reaction to the unprecedented representation of Senator Adeola, the Onipokia of Ipokia, Oba Yisa Olaniyan has commended the senator for his unparallel empowerment and projects facilitation stressing that even though they have had representatives in the past, the Aremo of Yewaland, towers above them all in what he has achieved in about a year as senator of Ogun West.

A constituent on the social media app, Facebook, Saheed Adeola aka Mr. Possible stated that it is high time the senator considers establishing a political school based on his performance to “provide a valuable opportunity for individuals to learn from your vast wealth of political experience and knowledge, considering your dedication in putting the needs of your constituents first”, while another, Lord Mayowa Olukan referring to the Ilashe-Okere Township Road stated that,” I passed this road today and it was very well done. Thanks to our working senator”.

Senator Adeola in his response to thousands of accolades generated over the weekend on his representation stated that all his empowerments programmes and infrastructure construction in all sectors were in fulfilment of his electoral promises and to further complement the APC led administration of Prince Dapo Abiodun in Ogun State in similar strides.

“During the campaign I promised that I will address the numerous development challenges facing my people in Ogun West and by extension, Ogun State. I am diligent in fulfilling my pledge and will continue to do more facilitation from the Federal Government in delivering dividends of democracy to Ogun West senatorial district. Transportation and commuting is critical to socio-economic development of any area.

I am also using these projects to complement the great strides of our performing governor, Prince Dapo Abiodun who has done much in the area of major road construction across the state” he stated.

In Ogun West, there are over 20 road projects including culverts and collapsed bridges whose construction are ongoing at various stages of implementation at present.

Federal Government of Nigeria to inject $800m into power infrastructure

The Minister of Power, Adebayo Adelabu, has announced that the Federal Government is set to release $800 million for the construction of substations and distribution networks as part of the Presidential Power Initiative (PPI).

According to the minister, the investment will be divided into two portions: $400 million for Lot 2, covering the franchise areas of Benin, Port Harcourt, and Enugu Distribution Companies (DISCOs), and $400 million for Lot 3, covering the franchise areas of Abuja, Kaduna, Jos, and Kano DISCOs.

A statement issued on Sunday by Bolaji Tunji, the minister’s Special Adviser on Media and Strategic Communication, quoted Adelabu during a tour of the TBEA Southern Power Transmission and Distribution Industry in Beijing, China.

Adelabu, who is in China for the China-Africa Cooperation Summit, expressed concern over the rejection of power by DISCOs, which recently led to a reduction in generation capacity from a peak of 5,170 megawatts by 1,400 megawatts due to the DISCOs’ inability to manage the supply.

However, the minister assured that despite this setback, the government aims to increase power generation to 6,000 megawatts by the end of the year.

During an interactive session with TBEA management, the minister reiterated Nigeria’s commitment to collaborating with world-class organizations like TBEA to realize President Bola Tinubu’s vision for the power sector.

The statement also emphasized the minister’s concern over the outdated and fragile transmission and distribution infrastructure that has historically hampered industrial growth, with over 59 percent of Nigerian industries relying on self-generated power due to grid unreliability.

Adelabu noted that under President Bola Tinubu’s administration, power generation increased from 4,000 megawatts to 5,170 megawatts within a year.

He added that the administration is targeting 6,000 megawatts by the end of the year and 30 gigawatts by 2030.

The President of TBEA Company Limited, Huang Hanjie, expressed the company’s support for Nigeria’s power sector goals and offered to share their extensive global experience in energy provision.

Hanjie commended the recent improvements in power generation and transmission and confirmed TBEA’s interest in contributing expertise to the proposed super grid project.

President Tinubu approves reconstruction of Wagga bridge linking Adamawa, Borno

President Bola Tinubu has approved the immediate reconstruction of Wagga bridge linking Adamawa and Borno says, Mohammed Goni, director-general, North East Development Commission, NEDC.

Mr Goni disclosed this during an inspection of the collapsed bridge for the second time in two months in Madagali Local Government Area of Adamawa on Sunday.

He said that during the first inspection, assessment was conducted for the work, but now, the bridge has completely collapsed.

“And the damage has happened about three times now, the good thing about it is that President Tinubu has approved for the immediate reconstruction to ease the hardship people face on the road”, he said.

Mr Goni said, due to rainfall, the work may not possibly start immediately but alternative solutions would be provided for easy movement of vehicles on the road.

Mr Goni further assured the people of the reconstruction of other damage culverts along the road.

Mohammed Saidu, a resident confirmed to the News Agency if Nigeria that the bridge was washed away as a result of heavy downpour on Thursday afternoon.

He said that they were facing a lot of challenges as a result of the incident such as not being able to visit markets in Goza, Borno and the same people from Borno not finding it easy to cross over.

He appealed to the federal and state governments to come to their aid immediately.

According to him, those farming in the area may also find it difficult to cross, especially when harvest commences.
