"America’s Senate voted to re-authorise the Foreign Intelligence Surveillance Act, which allows American enforcement bodies access without a warrant to the data of foreign nationals in communication with Americans. The bill had drawn opposition from both Republicans and Democrats for its perceived violation of Americans’ right to privacy. President Joe Biden is expected to “swiftly” sign it into law."
There was no mention of foreigners' right to privacy.
This basically means that anybody talking to an American can be spied on without a warrant... Making the millions of tourists, students and business people visiting the US subject to surveillance at the whim of any "enforcement bodies" (police, NSA, FBI, CIA, etc.).
If you are a visiting foreigner, be careful of what you say in the USA. Apparently it's OK to communicate with other foreigners, but don't talk to the locals, for you might get in trouble.
If "in communication with" includes body language, that means that even shrugging at a local might get you in trouble. Gestures? Forget it. Best to just ignore them completely.
