Trong các cuộc gặp tiếp theo mỗi lần tôi về Việt Nam, những câu chuyện, những trải nghiệm và chia sẻ của Anh luôn hấp dẫn, lôi cuốn tôi và khiến tôi háo hức, tò mò hơn về Anh, về những quan sát và nhận định sâu sắc của Anh, về phong cách giản dị khiến cho người xem, người nghe rung động của Anh.

After a period of time 'following' him - artist Nguyen Thanh Binh - and reading his condensed stories and witty writing on Facebook, I asked to meet him for the first time nearly 3 years ago. Unexpectedly and fortunately, he agreed...

In the next meetings every time I returned to Vietnam, his stories, experiences and sharing have been always fascinating and appealing to me, and made me more eager and curious about him, about his observations and deep comments, about his simple style that touches viewers and listeners.

His artistic style and open-minded personality have helped me to better understand and meet Vietnam's leading artists and fine arts researchers. That style also helps me understand more about historical events and social aspects that I didn't know before.

The stories about him also made my friends curious and looking forward to the opportunity to talk to him and see his paintings. For that reason, I have invited him and am looking forward to welcoming him at the 'Vietnam Art House' in the summer of 2020, to introduce a special style of a special person.

Last November we informed you about our new exhibition ‘The Art Journey’.
Due to a non serious but annoying accident to one of our founders, we had to postpone the opening of the exhibition till February 3rd, however this also enabled us to celebrate the establishment of Vietnam Art House 10 years ago, in 2009.

Dutch plant seeds of cooperation in Vietnam

The visit to Vietnam of a Dutch business delegation headed by the Netherlands Vice Minister for Agriculture, Marjolijn Sonnema, opened up opportunities to strengthen trade relations between the two countries.

A food secure future The March 20-23 visit took place on the occasion of the ASEAN+6 Regional Conference in Hanoi entitled “Let’s Get to Work - Building a Food Secure Future”. The conference was organized by the Vietnamese Ministry of Agriculture and Rural Development and the Netherlands’ Ministry of Economic Affairs in close coordination with the World Bank, the United Nations’ Food and Agriculture Organization, Grow Asia, ASEAN Network and the Asian Development Bank (ADB).
The conference was aimed at engaging the participation of high-level delegations, prompted by a sense of urgency over climate change and a growing demand for high-quality food. Vietnam, specifically, has taken on the Zero Hunger challenge to transform its agriculture into a more resilient, productive and sustainable economic sector for the benefit of all.
The conference focused on reducing food waste and food losses in order to meet sustainable development goals. By setting the stage and taking the initiative, Vietnam hopes the conference will result in real advances in translating policy into concrete action.

During the conference, Vietnam introduced two projects: reducing food losses through post-harvest interventions, and promoting sustainable aquaculture to counter over-fishing and biodiversity loss.
Vietnam and the Netherlands signed a strategic partnership agreement in sustainable agriculture and food security in 2014, involving Dutch help in responding to climate change, among other things.
Vietnamese Minister of Agriculture and Rural Development, Nguyen Xuan Cuong, noted after meeting with Marjolijn Sonnema that the Netherlands has agricultural development potential despite its small size of only four million sq.km.
Thanks to advantages in expertise, technology, and transferable skills, the Netherlands has become an agricultural export powerhouse of many varied famous products - tulip flowers, milk products and potatoes, to name a few.

Thai Huong, the board chairwoman of the TH Food Chain Joint Stock Company, said the company is investing in a high-tech agriculture project in Thai Binh Province, covering a total area of 3,000ha. She expressed her hope that Sonnema and the business delegation would introduce partners to the company to promote cooperation in seed production in order to serve domestic demand and exports.
“The company is willing to cooperate with Rijk Zwaan, a leading plant breeding company in the Netherlands. In addition, Vietnam annually imports many different varieties of potatoes, so the company wants to promote cooperation in seed production to reduce imports,” Thai Huong said.

Thai Binh People’s Committee Chairman Nguyen Hong Dien said the province has achieved success in agricultural development and new rural area building. However, scientific and technological content in agricultural production remains low. Therefore, the province is determined to create a breakthrough by expanding high-value agricultural models, establishing high-tech agriculture, attracting more investment in agriculture, organizing human resource training, and promoting tourism in rural areas.
Nguyen Hong Dien pledged to create the most favorable conditions for businesses investing in agricultural production in the province. On April 8, 2017, the province will hold an investment promotion program in agriculture.
Therefore, he hoped that businesses participating in this conference will have concrete cooperation agreements to promote high-tech agricultural development in the province.
Sonnema promised to send a commercial counselor of the Netherlands Embassy in Vietnam to attend the promotion program in Thai Binh Province, and to create favorable conditions for the two business communities to strengthen trade and investment cooperation.

Hanoi to implement clean water project for rural areas in the 2016-2020 period

Minister of Agriculture and Rural Development has recently organized a seminar on building a clean water supply orientation for rural areas in the 2016-2020 period.

Addressing the seminar, Director of the Department of Water Resources Management and Rural Water Supply under the Directorate of Water Resources Do Van Thanh said that Viet Nam aims to have 95 percent of its total population to gain access to improved and protected water sources and 55 percent to clean water by 2020.
To achieve the set target, it is necessary to increase investment from the State budget and mobilize other resource; promote co-operation and calling for financial support from international organizations; ask commercial banks to provide loans with preferential interest rates for enterprises, he said.
He also emphasized the importance of technology transfers, particularly the environmentally friendly technology, automated water quality control, and the application of simple technology with reduced price and easy to repair.
According to Deputy Minister of Agriculture and Rural Development Hoang Van Thang, clean water and sanitation in rural areas are facing many challenges due to climate change and the impacts of upstream water resources, requiring a new approach to deal with. The seminar aimed to evaluate the results achieved in the past and to find solutions to shortcomings.
Statistic show that, in 2016, 87.5 percent of the population had access to improved water sources. According to report of Centre for Rural Water Supply and Sanitation (under the Hanoi Department of Agriculture and Rural Development), by February 2017, nearly 95 percent of the rural population has access to clean water.

Ca Voi Xanh project to be finished in 2023

Ca Voi Xanh (Blue Whale) project in the blocks of 117, 118, 119 and 120 offshore Vietnam is being hastened to be put into operation in 2023 as planned. The project is under Exxon Mobil Group (United States) with the investment capital of 600 million USD along with its partners of Quang Nam province, Vietnam National Petroleum Group, General Department of Energy under Ministry of Industry and Trade of Vietnam.

According to Head of the Management Board of Chu Lai Open Economic Zone (Quang Nam province) Do Xuan Dien, until now, the project has been deployed beyond its schedule. The geological drilling and seven package deals related to environment impacts, ground clearance are being prepared to proceed. Quang Nam province is responsible and ready for ground, transport infrastructure, and logistics.

Exxon Mobil carried out a sociological investigation and asked the local authorities to solve how the local residents earn money after ground clearance. Meanwhile, it is estimated that the governmental security agreement on buying gas will be announced by the General Department of Energy at the sideline of the meeting of Asia-Pacific Economic Cooporation in November this year in Quang Nam province with the witness of two Governments of Vietnam and the United States. As schedule, the first flow of gas to the mainland will happen in 2023. Accordingly, there will be around 9-11 billion cubic meters of natural gas per year. The prject will create employment opportunities for 3,000-4,000 people and approximately one million USD for the local budget. At the same time, the products after gas will be applied in light industrial branches, support industries, services. Therefore, gas pipe systems with around one billion m3 will be set up from Ca Voi Xanh to the industrial parks in Quang Nam such as Northern Chu Lai, Tam Hiep, Tam Anh…. This source of energy is cheaper than electricity; and it is one of the reasons to attract investors to Quang Nam province.

Dung Quat Oil Refinery seeking loans of $1.26bn to expand

The Binh Son Refining and Petrochemical Co. (BSR), the operator of the Dung Quat Oil Refinery in central Quang Ngai province, plans to take out loans of a combined $1.26 billion to expand its capacity, according to a plan unveiled by the Ministry of Industry and Trade.
The loan accounts for 70 per cent of the $1.81 billion needed for the expansion and will come from export credit and foreign and domestic banks, with the remaining 30 per cent to come from the parent company, the Vietnam Oil and Gas Group (PetroVietnam).
BSR has been seeking commercial loans for the upgrades after Russian oil producer Gazprom Neft abandoned plans to acquire a stake of up to 49 per cent in Dung Quat, the sole operating oil refinery in Vietnam.
In August 2015, the UK’s Amec Foster Wheeler was awarded a contract to provide the Front End Engineering Design (FEED) for BSR, which also participated in the first phase of the refinery.
BSR Chairman Mr. Nguyen Hoai Giang previously told VET that the expansion would help increase the refinery’s capacity by 30 per cent as well as cut production costs.
Once completed in 2021, the upgrades would enable BSR to meet 60 per cent of Vietnam’s demand for petroleum products, Mr. Giang said, adding that BSR now has a capacity to process 148,000 barrels of crude oil a day, meeting one-third of the country’s demand.
BSR was valued at $3.2 billion as at end-2015, with the company preparing to launch an initial public offering (IPO) on November 7 this year.
Under a government-approved plan, the State holding in the refinery operator will be cut to less than 50 per cent. It will offer 5-6 per cent to the public while at least 36 per cent will be sold to strategic investors within 12 months of the IPO.
BSR had met with Japan’s JX Nippon Oil & Energy Corp., South Korea’s SK Energy Co., and Gazprom Neft, among others, on the strategic stake sale, but discussions have not progressed.
BSR’s net profit fell 27 per cent in 2016 to VND4.49 trillion ($198 million), the company’s financial statements reveal.
In the first quarter of this year, it posted revenue of VND21 trillion ($923 million), or 33 per cent of its full-year target, a positive result after the target was set at VND62.4 trillion ($2.74 billion), down 17 per cent against 2016, with profits to plunge 66 per cent to VND1.68 trillion ($739.3 million).
In the 2016-2020 period, BSR aims to record production of 28 million tons, of which diesel oil products will account for 50 per cent, or 14.064 million tons, A92/E5 gasoline over 6.383 million tons, and A95 gasoline 4.14 million tons.

Two new thermal power plants licensed

The USD 2.07 billion BOT Nam Dinh 1 thermal power plant, the largest ever investment project in Nam Dinh province, covers an area of more than 242 hectares in Hai Chau and Hai Ninh communes, Hai Hau district.

The Singaporean investors of this plan will design, construct, operate and transfer the coal-fired thermal power plant with a new output of about 1,109.4 MW.

Addressing the licensing ceremony on July 2, Deputy Minister of Planning and Investment Dang Huy D**g stressed Vietnam’s increasing demand for electricity in service of economic development.

Therefore, he said, the implementation of the project is expected to create a momentum for the provincial socio-economic development while supplying more electricity for Nam Dinh as well as the Red River delta and the country at large.

Another project having the investment license is the BOT Nghi Son 2 thermal power plant in Thanh Hoa province.

The project has drawn a total investment capital of nearly USD 2.8 billion from Japanese investors. It will be designed and developed under the build, operate and transfer (BOT) model with a capacity of 1,200 MW, the local media reported.

Thanks to the two thermal power projects, Thanh Hoa and Nam Dinh were among the top three provinces attracting the largest foreign investment in the first half of 2017.

Thanh Hoa ranked first with a total registered capital of USD3.06 billion, accounting for 15.9 percent of the total investment.

PVEP, MODEC and PV TRANS sign FPSO lease contract for Song Doc Well

On the afternoon of June 22, 2017, at PVEP headquarters, the lease and transfer signing ceremony of a FPSO to Song Doc Well was conducted.

Following negotiations that started in March 2017 and was finally signed on June 22, 2017 with 3 MODEC meetings, and 7 SPO meetings.

As per the signed tri-partite contract (PVEP/Modec/SPO): Modec (Song Doc MV19 B.V. as the subsidiary) will transfer the rights and responsibilities of the leaser to SPO. PVEP confirms this transfer and frees Modec from future contractual obligations.

New FPSO lease contract for Song Doc MV19 (signed between PVEP/SPO): the two sides agree on the leasing of the FPSO Song Doc MV19 B.C for an additional year (for at least 10 months) with a lower final price as compared to the original MODEC offer (discount of 1.3 million USD).

PVTrans OFS was selected by SPO to ensure the operation and maintenance of FPSO Song Doc MV19.

The project is awaiting final approval from the Prime Minister.

PetroVietnam joins hands with US’s GE in gas-fired power plants

Oil and gas giant PetroVietnam (PVN) and the US General Electric International (GE) Group will cooperate in developing two gas-fired power plants, No.1 and 2 in the central province of Quang Nam, using gas from the Ca Voi Xanh (Blue Whale) gas field.
A memorandum of understanding on the cooperation between the two companies was signed during Prime Minister Nguyen Xuan Phuc’s visit to the US, PetroVietnam said.
The two plants will have a combined capacity of 1,500 MW, and will consume about 830 million cu.m of gas from the Ca Voi Xanh gas field.
Under the MoU, GE will support PetroVietnam in finding the best technological solutions to ensure the effective use of input fuel and to meet emission-related regulations.
The plants will be constructed at Chu Lai economic zone in Nui Thanh district. They are among four gas-fired power plants in the central gas-power centre, which were approved by the Prime Minister in August of last year.
As scheduled, the plants will be put into operation in 2023 and 2024, significantly contributing to the State budget and ensuring national energy security.
The Ca Voi Xanh field, operated by Exxon Mobil of the US, was discovered and put into commercial exploitation in May 2015. It is currently the largest gas project in Vietnam, with reserves of 150 billion cubic metres.
