From Consultation to Negotiation: A Structured Roadmap for Papua LNG Success
Major resource projects succeed not only because of the value beneath the ground, but because of the strength of the processes above it.
The framework below presents a structured pathway for the Papua LNG Project Development Forum (June/July 2026)—from community awareness and mobilization through to the ex*****on of the Development Agreement. It demonstrates that meaningful engagement is built on transparency, preparation, and inclusive participation.
The five-phase approach emphasizes:
✅ Community awareness and mobilization
✅ Heads of Agreement (HoA) ratification
✅ Consolidation of district and provincial position papers
✅ Development Forum negotiations
✅ Implementation of the Development Agreement
At the heart of this model is the Tripartite Negotiation Table, bringing together landowners, government, and the project developer under an independent facilitation process. This approach aims to ensure that negotiations are balanced, lawful, and focused on delivering long-term outcomes for all stakeholders.
When communities are well-informed, governments are coordinated, and developers engage in good faith, we create the conditions for sustainable investment, social stability, and shared prosperity.
Papua New Guinea has a unique opportunity to demonstrate that world-class resource development is driven not only by investment, but by trust, partnership, and good governance.
The future of Papua LNG depends on getting the process right, not just the project.
