K88,000 FOR A US VISA: TRAVEL BAN OR A WARNING TO PNG?

The United States has now made its visa-bond programme permanent, and Papua New Guineans applying for eligible tourist or business visas may be required to put up a US$20,000 bond, roughly K88,000.

Before we jump to the conclusion that America has "banned" Papua New Guineans, there is more to the story.

The US says this is not a travel ban. The bond applies to B1/B2 business and tourist visa applicants who are otherwise eligible, and the money is refundable if the traveller complies with the conditions of the visa.

The official explanation is immigration enforcement: overstaying, identity verification, information sharing and travel-document security.

And there is an important fact that gets lost in the political discussion:

PNG was already placed on the US visa-bond programme in April 2026, months before PNG closed Taiwan's representative office in July.

Therefore, I don't think it is accurate to say that the K88,000 requirement was imposed as direct punishment because PNG recognised the One China policy.

However, I also don't think we should completely ignore the geopolitical context.

PNG has just reaffirmed its One China policy and closed Taiwan's office. China openly welcomed the decision. The United States publicly expressed concern about it.

At the same time, PNG is strengthening its security relationship with Australia, maintaining its relationship with the United States, expanding its relationship with China, and dealing with the consequences of being placed on the FATF grey list.

That puts PNG in an increasingly complicated geopolitical position.

My view is that the K88,000 bond is primarily an American immigration and border-control measure, not an indirect travel ban against PNG for choosing China.

But the bigger question is this:

Is PNG increasingly being viewed by major powers through the lens of risk, immigration risk, financial risk, security risk and geopolitical risk?

That is where the FATF grey listing, questions about governance, document security, overstays and our foreign-policy decisions become relevant.

And perhaps the most concerning part is not whether the K88,000 is refundable.

It is the fact that an ordinary Papua New Guinean who genuinely wants to visit the United States for business or tourism must potentially have access to nearly K90,000 simply to satisfy a security requirement before travelling.

For an average Papua New Guinean, that effectively makes the United States inaccessible, even if technically it is not a "travel ban."

So I wouldn't call this a punishment from Washington.

I would call it a signal.

And PNG needs to ask itself:

What is the international risk profile of our country becoming, and what are we doing about it?
