𝗦𝗮 𝘀𝗶𝘁𝘂𝗮𝘁𝗶𝗼𝗻 𝗽𝗼 𝗻𝗮𝘁𝗶𝗻 𝗻𝗴𝗮𝘆𝗼𝗻, 𝘀𝗶𝗻𝗰𝗲 𝗺𝗮𝘆 𝗱𝗲𝗰𝗹𝗮𝗿𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 "𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗘𝗻𝗲𝗿𝗴𝘆 𝗘𝗺𝗲𝗴𝗲𝗻𝗰𝘆" 𝗻𝗮, 𝗮𝗸𝗮 "𝗢𝗶𝗹 𝗖𝗿𝗶𝘀𝗶𝘀," 𝗺𝗮𝘆 𝗽𝗼𝘄𝗲𝗿 𝗻𝗮 𝗽𝗼 𝘀𝗶 𝗣𝗕𝗕𝗠 𝘁𝗼 𝗰𝗼𝗻𝘁𝗿𝗼𝗹 𝘁𝗵𝗲 𝗽𝗿𝗶𝗰𝗲 𝗼𝗳 𝗼𝗶𝗹.

This is clearly provided in our laws; as follows:

1. 𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝗫𝗜𝗜, 𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟭𝟳, 𝟭𝟵𝟴𝟳 𝗖𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻 - In times of national emergency, when the public interest so requires, the State may, during the emergency and under reasonable terms prescribed by it, temporarily take over or direct the operation of any privately owned public utility or business affected with public interest.

2. 𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟭𝟰(𝗲), 𝗥𝗔𝟴𝟰𝟳𝟵 - In times of national emergency, when the public interest so requires, the DOE may, during the emergency and under reasonable terms prescribed by it, temporarily take over or direct the operation of any person or entity engaged in the Industry.

3. 𝗘𝗦 𝗠𝗲𝗻𝗱𝗼𝘇𝗮 𝘃𝘀 𝗦𝗛𝗘𝗟𝗟 (𝗚.𝗥. 𝗡𝗼. 𝟮𝟬𝟵𝟮𝟭𝟲, 𝗙𝗲𝗯𝗿𝘂𝗮𝗿𝘆 𝟮𝟭, 𝟮𝟬𝟮𝟯) - ACCORDINGLY, the Petition is GRANTED. The June 25, 2013 Decision and September 19, 2013 Resolution of the Court of Appeals in CA­-G.R. CV No. 96326 are REVERSED and SET ASIDE. Section 14(e) of Republic Act No. 8479 is constitutional.

In simple terms, meron po tayong clear constitutional provision, republic act, and even a jurisprudence on the matter-- 𝗶𝗻 𝗲𝘃𝗲𝗻 𝘀𝗶𝗺𝗽𝗹𝗲𝗿 𝘁𝗲𝗿𝗺𝘀, 𝗣𝗪𝗘𝗗𝗘 𝗧𝗔𝗟𝗔𝗚𝗔 𝗸𝗮𝘀𝗶 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗖𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻 𝗵𝗮𝗻𝗴𝗴𝗮𝗻𝗴 𝗦𝘂𝗽𝗿𝗲𝗺𝗲 𝗖𝗼𝘂𝗿𝘁 𝗻𝗮 𝗮𝗻𝗴 𝗻𝗮𝗴𝘀𝗮𝗯𝗶 𝗻𝗮 𝗽𝘄𝗲𝗱𝗲.

Lastly, please take note na 𝗴𝗶𝗻𝗮𝘄𝗮 𝗻𝗮 𝘁𝗼 𝗻𝗶 𝗙𝗣𝗚𝗠𝗔 𝗯𝗲𝗳𝗼𝗿𝗲 𝗱𝗮𝗵𝗶𝗹 𝘀𝗮 𝗯𝗮𝗴𝘆𝗼. Ang question na lang ngayon, ano pa ba ang need mangyari para gawin to ng PBBM Admin?

“Nationwide Breadwinner”

I used to believe my role as a breadwinner began and ended within the walls of my own home. That my sacrifices were meant only for the people I love, my family, my responsibility, my choice. I carried that weight with pride, even when it was exhausting, even when it meant putting my own needs last.

But somewhere along the way, that weight quietly grew heavier.

Every payday feels less like a reward and more like a reminder. Before my salary even reaches me, a significant part of it is already taken, automatically, consistently, unquestioned. And when I finally get what’s left, it doesn’t end there. Almost everything I spend on carries another layer of deduction. Parang bawat galaw mo, bawat bilihin mo, may kapalit na buwis. It slowly dawns on you, you’re not just supporting your family anymore.

You’re carrying something much bigger.

I understand the idea of shared responsibility. A society functions when people contribute, when those who can help, do help. Walang masama doon. Pero ang masakit, kapag ramdam mong hindi pantay ang bigat. When you’re pushing yourself to the limit, working long hours, sacrificing rest, enduring rising costs of living, while there are others who seem to remain in a cycle of dependence, with little encouragement to rise beyond it.

Nakakapagod din pala.

Because this isn’t just about money. It’s about fairness. It’s about dignity. It’s about feeling that your effort is respected, not just expected. Hindi ka tumatangging tumulong, pero sana, hindi ka rin tuluyang maubos.

Being a breadwinner is already a quiet battle. But being made to feel like you’re carrying an entire system on your back, that’s a different kind of exhaustion. One that doesn’t just drain your wallet, but slowly wears down your spirit.
