Issues and Advocacy Center (The Center) The ISSUES and ADVOCACY CENTER (The CENTER) founded in 1992 and engaged in PR, Data Research (PULSO ng PILIPINO), Crisis PR Engineering, Political Networking.

The CENTER is headed by Ed M. Malay, PR and Media Adviser to Former Pres. Fidel V. Ramos. Public Relations is largely dependent on an effective communications strategy and technique since it is to a large degree a primary factor in ensuring the viability of any organization be it social, political, or business in communicating its message to its target publics. We at The CENTER consider Public Rel

ations as a major platform that bridges the gap between lack of information, disinformation and or an environment that is reeling from the effects of astroturfing. The CENTER looks at Public Relations as a two-way communication between an organization and its public, and or between a candidate and the electorate. This is the reason why we at The CENTER has made it a point to listen to the different publics of the client through the different forms of information and data research tools that we have, as well as in our ability to analyze and understand the attitudes and behaviors of the client's target audiences. This is the primary reason why we at The CENTER have the ability and the expertise to conceptualize, implement and manage an effective public relations campaign.

Malasakit Center’s primary backer Sen. B**g Go leads the Pulso ng Pilipino survey into the performance and trust ratings of the 24 members of the Philippine Senate. Using the dichotomous system, the respondents were shown a showcard and were asked whether they are satisfied or not satisfied with the performance of the 24 incumbent Senators as well as their level of trust or distrust towards the Senate members.
As this was a quick top of the mind question, the respondents were simply asked to respond with either a yes (satisfied) or a no (not satisfied). In the same way, the respondents were also asked to respond with a yes (complete trust) or no (do not trust) to the question regarding their level of trust for the 24 Senators.
The Pulso ng Pilipino survey showed respondents giving Go a high performance rating of 39% and a 32% trust rating. In second is Sen. Loren Legarda with 32% of the respondents saying they are satisfied with her performance and 31% saying they trust her.
Coming in third in the list is Senate Majority Floor Leader Juan Miguel ‘Migz’ Zubiri with a performance rating of 29% and a trust rating of 31%. Senate President Vicente ‘Tito’ Sotto III is fourth among his colleagues in the Senate with a performance rating of 25% and a trust rating of 23%.
Sen. Risa Hontiveros who is rumored to be among those who is eyeing the presidency in 2028 earned a performance rating of 23% and 20% of the respondents said they trust her.

PULSO NG PILIPINO ---- As expected, the yearend ratings of the Marcos Administration plunged to a new low as the P1-Trillion anomalous transactions entered into by the Department of Public Works and Highways (DPWH) during this current year continue to hound the very innards of the government.
Public perception has dropped considerably for President Ferdinand ‘B**gbong” Marcos Jr. as the Filipino people waits with bated breath how the government will wiggle itself out of this controversy that has shaken the foundations of the country’s social, political and economic sectors.
The Pulso ng Pilipino survey also shows how volatile the public’s perception can be and this is attributed to the uncontrolled flow of information available especially on social media platforms. The authenticity and or accuracy of such information available to the public is no longer material but what matters is that these pieces of information shape the public’s mindsets which, of course, is a minacious phenomenon.

Halimbawang may lalapit sa inyo at magsabing gumagawa lang sila ng survey at may iaabot sa inyong papel na kailangan ninyong punuin o ilagay ang inyong Pangalan, Tirahan at Precinct Number, pagkatapos ay bibigyan kayo ng P5,000.00.
Okay lang po yun. Kunin ninyo kung kusa namang ibinibigay. Pero kailangan rebisahin o suriin ninyong mabuti ang papel na inyong hawak lalo na yung likod o back page na maaaring may karagdagang tanong pala tulad ng - Kung sino ang iboboto niyo sa pagka-Senador sa Halalan sa Ika-12 ng Mayo 2025; o kaya naman ay kung payag kayong ma-impeach si Vice President Sara Duterte.
Sa ngayon po kase hindi muna po tayo nagsasagawa ng survey tulad ng ating ginagawa sa dahilang napakainit ng kalagayang pulitikal sa ngayon at dama ang dibisyon o pagkakahiwalay ng pananaw ng sambayanan. Kaya't sa ganyang situwasyon ay hindi ka makakakuha ng tama o tumpak na pananaw o pang-unawa ng mga tao. Masyadong toxic ika nga ang political environment kaya mahirap makakalap ng tunay na damdamin ng balana.

Broadcaster Erwin Tulfo and Representative of the ACT-CIS Partylist once again topped the Pulso ng Pilipino tracking poll for the May 12, 2025 Senatorial elections. The survey was done on Oct. 9 to 16, 2024. Of the 1,200 respondents surveyed nationwide, Tulfo posted a total of 61% from among those who were interviewed at random by The CENTER using the traditional MSAP methodology.

Former broadcaster and Party List Representative Erwin Tulfo continues to lead the 2025 senatorial race with former Senate President Vicente ‘Tito’ Sotto III and former President Rodrigo Roa Duterte hot on his tail. Sen. Christopher ‘B**g’ Go, former Sen. Emmanuel ‘Manny’ Pacquiao, and former Manila Mayor Francisco ‘Isko Moreno’ Domagoso round up the Top Six among the senatorial candidates. Sen. Raffy Tulfo took to the center stage again at the resumption of the Senate Regular Session with a privilege speech on the pharma industry and alleged irregularities involving hospitals, the medical profession, Philhealth, PRC, FDA. Sadly but it seems that no one's listening anymore.
I was keeping tab of the comment section of the live coverage of the Senate Session on YouTube but it seems that Senator Tulfo has lost his credibility as most of the comments treated his privilege speech with a grain of salt.

Just to be clear. This is a Pulso ng Pilipino (not Pulso ng Bayan) survey on the senatorial preferences for the May 12, 2025 polls and is not a nationwide survey but exclusive only for the Province of Antique. Nonetheless, the results are as what is posted. The survey activity covered 1,134 respondents who are all registered voters of the Province with ages ranging from 18 to 65 years old and above. The CENTER used some 56 field staff to cover the 18 towns of Antique.

Anakalusugan Party List Provincial Chairman for Antique Ray Roquero came out strongly and led all other gubernatorial candidates in the Province of Antique.
The CENTER conducted what it calls the Pulso ng Pilipino tracking poll on March 16 to 18, 2024 to gauge the voting public's sentiments in Antique with regards the May 12, 2025 polls.
The survey was limited to registered voters and covered some 1,134 respondents with ages ranging from 18 years old to 65 years and distributed on a pro-rata basis in all of the province's 18 municipalities.

If the May 12, 2025 mid-term polls will be held on the day the Pulso ng Pilipino pre-poll survey was conducted, the 7 incumbent senators are all assured of getting reelected for a second term.
They are Senators B**g Go, Imee Marcos, Bato dela Rosa, Tol Tolentino, B**g Revilla, Pia Cayetano and Lito Lapid.
In all likelihood, they will be joined by ACT CIS Party List Rep and Broadcaster Erwin Tulfo, former Senate President Tito Sotto, TV host Isko Moreno, former Senators Manny Pacquiao and Ping Lacson.
