The illustration below is a partially extended version of the Bilibid Prison Link Analysis. It is not really a Matrix, it is more of a sociogram, an investigation link analysis (of suspects and all their relations) popularized by agencies such as the US DEA, CIA, FBI, PNP and PDEA.

The real big man in Bilibid are the bosses of Theodore Te. Theodore Te was appointed by Noynoy Akino as spokesman of Chief Justice Sereno. Theodore Te takes care of the hundreds of millions up to billions of lobby monies that the hayup chinese drug lords gather everytime they need to pay off someone to protect their safety and their drug trafficking interests in Bilibid Prison.

Delimma and the rest are Noynoy's and Mar Roxas', Garbo's as well as Theodore Te's and Maria Sereno's et al's runners only.

They are the silly laughable pawns in the very big big game of drugs in the country.

On the other hand, Noynoy, Roxas, Garbo along with Theodore Te and Maria Sereno are just quislings of bigger bosses who are based in China and elsewhere around the world. Roxas, Nonoy, Garbo, Te and Sereno must be included in the investigations. Theodore Te managed to pay off government officials to remove the death penalty. They will pay off more government officials so the death penalty will not return to the penal system.
