If a person has found a lost thing like iphone, he is mandated by law to return it to the owner if known.
If unknown, then to the mayor of the place where he found the property.

In turn, the mayor is mandated to publicly announce the same finding for 2 consecutive weeks.
After 6 months, if nobody claims the finding,
it will be awarded to the finder. (Art719 Civil Code)

If the owner of the thing appears in time to claim the thing found,
he is obligated to give 10% of the value. (Art720 Civil Code)

So example if the thing lost and found is iphone with a value of 100K,
10k should be given to the finder as reward.

If the finder of the thing fails to return the finding to the owner or the proper authority,
he could be charged with the crime of theft.

Paragraph 1 of Art. 308 of RPC punishes the crime of theft against any person who, having found lost property, shall fail to deliver the same to the local authorities or to its owner.
