Survey question: Arin po an kursunada nindo sa duwa?
Choices shown using a showcard: Congressman Nonoy Magtuto | Congresswoman Leni Robredo

Respondents were made to choose between Magtuto and Robredo using a showcard indicating their names with the title or designation of “Congressman/ Congresswoman.” “Arin” (which) was used instead of “siisay” (who) to include inanimate considerations in their preference such as the sound of the name with the title when read, the text appearance of the name with the title, etc.

The word “kursunada” was likewise used in the survey, which translates to “preference;” “infatuation;” “liking” (noun) in English according to www.tagalog.com. The answer to the survey question thus, may not necessarily translate to voting preference or who the respondents were going to vote if Magtuto and Robredo were both vying for congressman and the election was conducted on the same day the survey was done.

Survey margin of error set at +/- 8% with 95% level of confidence.

THE PERFECT STORM : A closer look at the barangay election results of the biggest barangay in the Bicol Region.

Juan Francis “Tato” Mendoza won as punong barangay of Concepcion Pequeña, Naga City, in the recently held barangay elections on October 30, 2023, by getting 46.64% of the total votes casted. Mendoza edged out Jewelin “Wewin” Regmalos, the incumbent punong barangay, who got 41.63%.

Regmalos’s actual election result is 4.36% lower than the survey result done a day before the election (i.e., 46%). On the other hand, Mendoza’s actual election number was significantly higher than his poll survey result of 13.5%.

Mendoza won by 5.01% of the votes against Regmalos, contrary to the result of the survey conducted on the eve of the election, that had Regmalos leading by a wide margin. So, ANYARE?

Some takeaways on the poll survey vs. actual election results for punong barangay

- Mendoza was able to win by getting the bulk of the votes of the “undecided” and those who “refused to answer,” which totaled to 34.4%.

- It can now be concluded that the reason for the unusually high numbers of “undecided” and those who “refused to answer” was their leaning towards Mendoza, which could be a result of the confluence of various factors including, but not limited to:

i. The desire for change. The Regmaloses, from the father to the son, have held the post of punong barangay for decades now dating back to the Marcos era, with only one term interruption. The desire for change could have been a long time coming.

ii. The steady rise to popularity of the Mendozas in local politics. Fortunato “Tato” Mendoza, the father of Francis Mendoza, had ran thrice against two sitting mayors of the city, including the current, albeit unsuccessfully but with decent election result numbers. In the recently held mayoralty race, the older Mendoza won against the incumbent mayor in Concepcion Pequeña, and

iii. Brilliant election campaign. Francis Mendoza was able to establish rapport with the voters. His messaging was on point communicating fresh and new ideas on local governance. He connected with the voters. He likewise, benefited from his father’s political machinery, which has remained in place, and as it turned out, remains to be a potent force in local politics. Capitalizing on “Tato,” his father’s moniker, was a smart move. The campaign was able to create synergy among electoral variables. It was the perfect storm for Mendoza; one from which Regmalos could not escape unscathed.

- There were Regmalos voters who had converted to Mendoza and Salak on the actual day of the election. Salak likewise got votes from the “undecided” and those who “refused to answer.”

- Regmalos’s solid votes could be pegged at around 40%, while that of Mendoza’s at around 20-25% based on the returns of the poll survey and the actual election. However, in the 2023 barangay elections in Concepcion Pequeña, the biggest barangay in the Bicol Region, the solid votes did not determine the outcome of the election for punong barangay. The swing votes, consisting of around 25-30%, did.

DO YOU KNOW YOUR NUMBERS? | 7 basic questions before you plan for the 2023 Barangay Election | 2023 Barangay Election Mini-blog Series #1

By this time, kung tumatakbo ka bilang punong barangay o di kaya’y kagawad (o SK) sa paparating na October 30, 2023 Barangay and SK Elections, bilang “independent” candidate man o kabilang sa isang slate, malamang meron ka nang plano kung paano mo isasagawa ang iyong kampanya.

At malamang alam mo na rin siguro na ang anumang eleksyon ika nga ay isang “numbers game.” At alam mo na rin siguro ang iyong “Magic Number” o yung bilang ng boto na kailangan mo upang manalo (?). (Right? Wrong?)

So my friend, narito ang ilang basic “math” questions na napulot namin sa pakikipag-maritesan sa mga so called campaign gurus at operation’s men ng mga electoral campaigns through the years. And surprisingly
guess what? No flares, napaka-basic lang talaga niya. Hindi natin kelangan ng komplikadong mathematical formulas para masagutan siya. At para mas fun, try mong iskoran ang sarili mo.😊 So let’s go!

1. Ilan ang total number of voters ngayon sa inyong barangay?
2. Ilang porsyento ang aktwal na bumoto sa inyong barangay noong 2018 Barangay Election?
3. Ilang porsyento ang aktwal na bumoto sa punong barangay noong 2018? O sa kagawad o sa SK noong 2018?
4. Ilan ang nakuhang boto ng nananalong punong barangay nang 2018? O ng mga kagawad o ng mga SK noong 2018?
5. Ilan ang kailangan mong boto para manalo?
6. Kung ngayon na ang eleksyon, ilan ang makukuha mong boto?
7. Gaano kalayo o kalapit ba ang #6 sa #5?

Kung ikaw ay tumatakbong punong barangay at ang score na nakuha mo ay 7/7, congratulations! You definitely know your numbers!

Ano ba ang iyong “Magic Number”? Kung nasagot mo ito within 2.9 seconds, you’re well on your way sa next step. That is closing the gap between #5 and #6. O sa maikling salita – PLANNING.

At kung halimbawa’y ang #5 at #6 naman ay equal na today, well meron kaming good news at bad news. Ang good news e, congrats! Panalo ka na! 😊

Subali’t ang bad news naman e,..hindi pa ngayon ang eleksyon
sa October 30, 2023 pa. Ang tanongg (nong..nong..nong) – sa October 30, ang #5 at #6 ay even pa rin kaya? Pwede ka na bang magbakasyon at magrelax sa Kiudkad? Kung ang sagot ay hindi – paano mo mamimintina ang iyong Magic Number till election day?

So well again my friend, we’re back to underscoring the importance of PLANNING. 😊 Bakit? Dahil ika nga sabi ng ka-barangay natin na si Benjamin Franklin – If you fail to plan, you plan to fail. (Medyo nalalayo na ata ako sa topic a.)
