Ang mga sumusunod na 52 na Water Refilling Station ay mayroon ng License to Operate (LTO) galing sa Department of Health. Ang pagkuha ng nasabing lisensya ay napakahalaga sa maraming kadahilanan, na tinitiyak ang kalusugan ng publiko at kaligtasan ng mga mamimili.
Ang pagkuha ng LTO ng mga Water Refilling Station ay hindi lamang isang legal na kinakailangan kundi isang mahalagang hakbang upang matiyak na ang tubig ay walang mapaminsalang bakterya, kontaminasyon, at iba pang mga dumi; pag-iwas sa mga panganib ng sakit na dala ng tubig; pagprotekta sa mga mamimili, at pagkakaroon ng tiwala sa negosyo at mamimili at tinitiyak ang responsableng operasyon ng mga Water Refilling Station. Ipinapakita ng lisensyang ito ang pagsisiguro sa pagbibigay ng ligtas at de-kalidad na tubig na iniinom upang mag-ambag ng kagalingan ng komunidad.
