SAFETY MEASURES DURING FLOODS
When Flooding Occurs — Keep Water Safe
Follow these steps to keep your WATER SAFE during — and after — flood conditions.
1. Use bottled water that has not been exposed to flood waters if it is available.
2. If you don't have bottled water, you should boil water to make it safe. Boiling water will kill most types of disease-causing organisms that may be present.
3. If the water is cloudy, filter it through clean cloths or allow it to settle, and draw off the clear water for boiling.
4. Boil the water for one minute, let it cool, and store it in clean containers with covers.
5. If you can't boil water, you can disinfect it using household bleach. Bleach will kill some, but not all, types of disease-causing organisms that may be in the water.
6. If the water is cloudy, filter it through clean cloths or allow it to settle, and draw off the clear water for disinfection.
7. Add 1/8 teaspoon (or 8 drops) of regular, unscented, liquid household bleach per each gallon of water. Stir it well and let it stand for at least 30 minutes before you use it.
8. Store disinfected water in clean containers with covers.
9. If you have a well that has been flooded, the water should be tested and disinfected after flood waters recede. If you suspect that your well may be contaminated, contact your local or state health department or agriculture extension agent for specific advice. '
When Flooding Occurs — Keep Food Safe
Follow these steps to keep your FOOD SAFE during — and after — flood conditions.
1. Do not eat any food that may have come into contact with flood water.
2. Discard any food that is not in a waterproof container if there is any chance that it has come into contact with flood water.
3. Food containers that are not waterproof include those with screw-caps, snap lids, pull tops, and crimped caps.
4. Also, discard cardboard juice/milk/baby formula boxes and home canned foods if they have come in contact with flood water, because they cannot be effectively cleaned and sanitized.
5. Inspect canned foods and discard any food in damaged cans. Can damage is shown by swelling, leakage, punctures, holes, fractures, extensive deep rusting, or crushing/denting severe enough to prevent normal stacking or opening with a manual, wheel-type can opener.
6. Undamaged, commercially prepared foods in all-metal cans and "retort pouches" (like flexible, shelf-stable juice or seafood pouches) can be saved if you follow this procedure:
7. Remove the labels, if they are the removable kind, since they can harbor dirt and bacteria.
8. Brush or wipe away any dirt or silt.
9. Thoroughly wash the cans or retort pouches with soap and water, using hot water if it is available. Rinse the cans or retort pouches with water that is safe for drinking, if available, since dirt or residual soap will reduce the effectiveness of chlorine sanitation.
10. Sanitize cans and retort pouches by immersion in one of the two following ways:
1. Place in water and allow the water to come to a boil and continue boiling for 2 min., or Place in a freshly-made solution consisting of 1 tablespoon of unscented liquid chlorine bleach per gallon of drinking water (or the cleanest, clearest water available) for 15 minutes.
2. Air dry cans or retort pouches for a minimum of 1 hour before opening or storing. If the labels were removable, then re-label your cans or retort pouches, including the expiration date (if available), with a marking pen.
3. Food in reconditioned cans or retort pouches should be used as soon as possible thereafter. Any concentrated baby formula in reconditioned, all-metal containers must be diluted with clean, drinking water.
4. Thoroughly wash metal pans, ceramic dishes, and utensils (including can openers) with soap and water, using hot water if available. Rinse, and then sanitize them by boiling in clean water or immersing them for 15 minutes in a solution of 1 tablespoon of unscented, liquid chlorine bleach per gallon of drinking water (or the cleanest, clearest water available).
5. Thoroughly wash countertops with soap and water, using hot water if available.
6. Rinse, and then sanitize by applying a solution of 1 tablespoon of unscented, liquid chlorine bleach per gallon of drinking water (or the cleanest, clearest water available). Allow to air dry.

We need to understand our situation against the enemy. In this way we'll know the specific and effective response. Overdoing things is costly and may send a wrong sense of safety and security. Over doing things show lack of understanding. Unfortunately, according to this article, more than 200 specialists have studied and argued whether the virus is airborne or an aersol but no definite conclusion yet. CRISIS MANAGEMENT PERSPECTIVE

A crisis (plural: "crises"; adjectival form: "critical") is any incident or period that will lead, or may lead, to an unstable and dangerous situation affecting an individual, group, or all of society. Crises are negative changes in the human or environmental affairs, especially when they occur abruptly, with little or no warning. More loosely, a crisis is a testing time or an emergency.

Crisis management is the process by which an organization deals with a disruptive and unexpected incident that threatens to harm the organization or its stakeholders. Crisis management involves dealing with threats before, during, and after they have occurred. -Wikipedia

So, how do we manage a crisis situation? By creating and having a crisis management plan. A Crisis Management Plan (CMP) is a document that describes the processes that an organization should use to respond to a critical situation that could adversely affect the risks in people’s lives, may create a negative impact on the economy or may cause damage to the reputation of the organization.

Let’s check our policies and procedures and create a plan. When creating a plan, we need to know and understand the elements of a good CMP. Here are some basic information to consider on crisis management.

Crisis management is specific on operating system and location based hazards and threats.

Conducting horizon and environmental scanning is essential. Horizon scanning or also horizon scan is a method from futures studies, sometimes regarded as a part of foresight. It is the early detection and assessment of emerging technologies or threats for mainly policy makers in a domain of choice. Such domains include agriculture, environmental studies, health care, biosecurity, and food safety. Aside from these domain, we can also consider using the PESTEM Analysis (Political, Economic, Socio- Cultural, Technology, Environmental and Military).

The information gathered would then be used as basis in the creation of the Crisis Management Plan.

There are four phases of the cyclical CMP.
1. Mitigation and Prevention
2. Preparedness
3. Response
4. Recovery and Resumption

Some called it thematic areas but these are phases which should be considered as a step-by- step procedure. These are not themes.

There is nothing “natural” about disasters. Earthquakes, typhoons, landslides, tsunamis, storm surges and etc. are natural hazards. There are also human-induced threats. And when we fail to respond accordingly to these threats and hazards and which the need for change in a crisis situation were not addressed, then comes disaster.

A disaster is a serious problem occurring over a short or long period of time that causes widespread human, material, economic or environmental loss which exceeds the ability of the affected community or society to cope using its own resources.

We may not be able to stop the natural hazards from happening but we can mitigate the impact and prevent the natural hazards from becoming a disaster.

By having a CMP, we can identify these hazards and threats that may cause potential harm and prepare for possible disruptions of normalcy that may lead to a crisis situation. We can prepare by developing a specific response procedures, having response manuals and capability building through equipage and training simulations. Develop early warning system. Thus, we are creating a culture of prevention and not only a culture of reaction.

Without a proper response, it might make situation worst. Identify the hazard and respond accordingly. Response should be specific. There is no standard response applicable to all incidents. (As we should have a different response for typhoon and earthquake and pandemic.) Response should be specific and appropriate. Doing it less is ineffective, while over doing it is very costly. Remember that during the crisis, financial situation might be on a critical.

After the response phase, recovery and resumption follows. Recovery and Resumption procedures should be defined according to the scope of the plan. Ideally, recovery should be within the defined Recovery Time Objective (RTO) and within the Maximum Allowable Outage (MAO). Resumption only happens after Recovery. It is in this phase that we identify post-crisis impact and evaluate and modify the plan.

Designate a trained spokesperson in order to handle the communications, who understands the policies and guidelines of the organization. The spokesperson should understand the legal liability and impediments on crisis management.

There is no perfect plan. Incorporate Failure Mode Effects Analysis (FMEA) as a contingency. Regularly test the plan. Check if the metrics are attainable and modify to the most applicable procedures.

Without a plan, we plan to fail.
