KADO Signs MoU with Tashkurgan Border Trade Zone in Collaboration with Hunza Chamber

Hunza,
A significant step towards enhancing regional economic cooperation was taken as the Karakoram Area Development Organization (KADO) signed a Memorandum of Understanding (MoU) with a delegation from the Tashkurgan Border Trade Zone, China. The meeting was facilitated in collaboration with the Hunza Chamber of Commerce and Industry (HCCI).

The high-level delegation from China was led by Mr. Chan, Chairman of the Border Trade Zone in Tashkurgan, and included the CEO and other senior officials. They met with Mr. Nadeem Alam, President of the Hunza Chamber of Commerce and Industry, and the Chairman and CEO of KADO.

The primary focus of the meeting was to explore concrete opportunities to strengthen cross-border trade, promote tourism, and enhance business cooperation between the Gilgit-Baltistan region of Pakistan and China.

The discussions culminated in the formal signing of a Memorandum of Understanding (MoU). This agreement is designed to formalize future collaboration, with a specific focus on trade facilitation and sustainable regional development initiatives.

Local representatives and members of the business community in Hunza have widely appreciated this initiative. They hailed the MoU as a positive and strategic step towards greater regional economic integration and strengthening people-to-people ties between the two neighboring regions.

The Karakoram Area Development Organisation (KADO) has officially inducted the Hunza Chamber of Commerce and Industry (HCCI) as a permanent member of its Board of Directors.

Former Hunza Chamber Presidents File Petition in Supreme Court Against Illegal Taxation in Gilgit-Baltistan

Islamabad, October 4, 2025:
The former Presidents of the Hunza Chamber of Commerce and Industry (HCCI), Mr. Doulat Karim and Mr. Muhammad Raziq, have filed a petition in the Supreme Court of Pakistan challenging the imposition of federal taxes by the Federal Board of Revenue (FBR) in Gilgit-Baltistan.

The petition argues that, in accordance with the Constitution of Pakistan, United Nations resolutions, and several previous Supreme Court judgments, Gilgit-Baltistan is not a constitutional part of Pakistan. Therefore, the region qualifies as a non-tariff zone, and the enforcement of federal taxesโ€”such as Sales Tax, Income Tax, and Federal Excise Duty (FED) at Sost Dry Portโ€”is unconstitutional and without legal jurisdiction.

The case has been scheduled for hearing on October 8, 2025.
The current President of the Hunza Chamber of Commerce and Industry has commended the efforts of the former presidents for taking this important legal step, expressing hope that the petition will help secure lasting tax exemptions and economic relief for the people and businesses of Gilgit-Baltistan.

The Hunza Chamber of Commerce and Industry expresses its full solidarity with the ongoing DHARNA at SOST, organized by the Gilgit-Baltistan Supreme Council and the Traders of Gilgit-Baltistan.

In light of Hunzaโ€™s unique status as the immediate neighbor of China, and recognizing the historical agreements witnessed by the former Mir of Hunza, we assert the following:

1. Unlawful Taxation: We categorically endorse the constitutional demand of Gilgit-Baltistan's traders against the Federal Board of Revenue (FBR) for unlawfully imposing Custom Duty, Income Tax, and Sales Tax in the region.
2. *Constitutional Status:* Gilgit-Baltistan is constitutionally recognized as a non-tariff region, as affirmed by the Supreme Court of Pakistan in 2019. The current tax impositions violate this established status.
3. *Demand for Mechanism:* We urge the development of a proper legal and administrative framework to prevent such violations in the future and safeguard the rights of traders.
4. *Commitment to Trade:* The Hunza Chamber of Commerce and Industry remains steadfast in its commitment to promote and facilitate bilateral trade between Hunza and China.

We stand united with the people and traders of Gilgit-Baltistan in their pursuit of constitutional rights and economic justice.

On August 1, 2025, Kashi Central Asia International Bus Station Company officially invited the Hunza Chamber of Commerce to inaugurate its grand opening ceremony. The event took place at the Kashgar Frontier International Trade Complex.

The President of the Hunza Chamber of Commerce officially inaugurated the event with a ribbon-cutting ceremony.

During the ceremony, an agreement was reached for Kashi Central Asia International Chinese Company to provide facilitation and support to small traders and the business community of Hunza and Gilgit-Baltistan.

The newly launched international bus service will operate along the route from Kashgar to Sost Hunza to Gilgit Baltistan, Pakistan aiming to enhance regional connectivity and cross-border trade.

Kashgar, China: A business delegation from Gilgit-Baltistan visited New City Kashgar to explore opportunities for trade and development, marking a significant step forward in cross-border economic cooperation.

During the visit, the delegation toured the Economic Trade Area, where they observed advanced production facilities and interacted with Chinese industries showcasing their latest innovations and products.

The delegation also participated in the grand opening ceremony of the Kashgar Central Asia International Bus Station. Addressing the gathering, the President of the Hunza Chamber of Commerce highlighted the centuries-old ties between border communities and expressed hope that the visit would further strengthen economic and cultural relations.

A key outcome of the visit was the announcement of a cross-border bus service connecting Kashgar with Sost (Pakistan) and extending to Central Asian countries. The initiative is expected to boost regional connectivity and foster both people-to-people and business-to-business linkages.

Following the ceremony, the delegation visited the Cargo and Logistics Services Zone within the Kashgar Free Trade Zone (FTZ). They toured warehouses, freight handling facilities, and commercial support infrastructure, expressing strong interest in future collaboration to facilitate trade and logistics between the two regions.
