*Cognizable Offenses:*

Cognizable offenses are serious crimes, such as murder, r**e, robbery, and kidnapping, where the police have the authority to arrest without a warrant. In such cases, the police are mandated to register an FIR and initiate an investigation.

*Consequences:*

The lack of a preliminary inquiry or investigation before lodging an FIR can lead to:

1. False or frivolous cases: Without verification, false or baseless complaints can lead to unnecessary legal proceedings and harassment of innocent individuals.
2. Misuse of the system: The ease of registering an FIR can be exploited for personal vendettas or to settle scores.
3. Overburdened justice system: Unnecessary cases can clog the courts, delaying justice for genuine victims.

*Exceptions and Reforms:*

While there is no formal inquiry process before lodging an FIR, some exceptions and reforms exist:

1. Police Verification: In some cases, police may conduct a preliminary verification to determine the authenticity of the complaint.
2. Judicial Reforms: The 2017 Police Order requires police to conduct a preliminary inquiry before registering an FIR in non-cognizable offenses (less serious crimes).
