I am pleased to share my latest research article:
“Governance, Corruption and Institutional Accountability in Pakistan: A Critical Analysis of the IMF Governance and Corruption Diagnostic Report”
This research critically examines the IMF's 2025 Governance and Corruption Diagnostic of Pakistan and explores what its findings reveal about the country's institutional accountability framework.
The article examines:
🔹 Public financial management and procurement
🔹 Tax administration and regulatory complexity
🔹 State-owned enterprises and market regulation
🔹 Financial-sector governance
🔹 Money laundering and beneficial ownership
🔹 Asset tracing and recovery
🔹 Rule of law and judicial effectiveness
🔹 NAB, FIA and other accountability institutions
🔹 Institutional corruption-risk assessment
🔹 Preventive approaches to corruption and governance reform
The central argument
Pakistan's accountability challenge should not be viewed only as a question of investigating and punishing corruption after it occurs.
A sustainable accountability system must also address the institutional conditions that create opportunities for corruption in the first place.
The article therefore argues for a transition from reactive accountability to preventive governance, supported by risk assessment, transparency, digitalization, stronger procurement controls, financial investigation, asset recovery, institutional coordination and accountable enforcement.
Importantly, this article does not interpret the IMF diagnostic as a finding that the Government of Pakistan or particular individuals are criminally corrupt. Rather, it critically examines the institutional weaknesses and corruption vulnerabilities identified by the IMF and considers their implications for Pakistan's governance and accountability system.
