No departmental authority unless it exercise it's powers confferd in it under Compulsory Services Act, 1952 can restrain it's employees to look the better prospects of their future by applying for a post within or outside the department against another job. In otherwise no specific departmental permission is required at all and the concerned civil servant has only to apply for such permission and if such permission not specifically negated shall be deemed to have been granted in view of Proviso to the Rule 7 and 8 of the Applications for the Posts Rules, 1984.
