🌿 𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝗶𝗻𝗴 𝗕𝗮𝗹𝗼𝗰𝗵𝗶𝘀𝘁𝗮𝗻’𝘀 𝗢𝗹𝗶𝘃𝗲 𝗢𝗶𝗹 𝗦𝗲𝗰𝘁𝗼𝗿

I am pleased to highlight a promising olive enterprise supported through the 𝗥𝗲𝘃𝗶𝘃𝗮𝗹 𝗼𝗳 𝗕𝗮𝗹𝗼𝗰𝗵𝗶𝘀𝘁𝗮𝗻 𝗪𝗮𝘁𝗲𝗿 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 𝗣𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗲 (𝗥𝗕𝗪𝗥𝗣), 𝗶𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗲𝗱 𝗯𝘆 𝗙𝗔𝗢 𝘄𝗶𝘁𝗵 𝗳𝘂𝗻𝗱𝗶𝗻𝗴 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗘𝘂𝗿𝗼𝗽𝗲𝗮𝗻 𝗨𝗻𝗶𝗼𝗻.

The enterprise manages over 4,000 olive trees and produces approximately 15,000 to 18,000 kg of olive oil annually. It has applied for an RBWRP Large Commercial Matching Grant under the 70:30 cost-sharing model.

As an SME Agribusiness Development Consultant, I am supporting the preparation of its 𝗯𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗽𝗹𝗮𝗻, 𝗳𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗳𝗲𝗮𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝘆, 𝗮𝗻𝗱 𝗶𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗽𝗿𝗼𝗽𝗼𝘀𝗮𝗹.

The proposed investment includes:

✔️ AKAY Petrokimya Olive Oil Separator, 3,500 kg/hour
✔️ Perkins Generator, 60 kVA / 48 kW

If approved, the investment will improve oil quality, processing efficiency, and production capacity. It will also enable the enterprise to provide olive-crushing services to neighbouring farmers, generate additional income, strengthen the local value chain, and support future export growth.

Although the producer has not exported directly, its olive oil, supplied through exporters and traders, has won prestigious awards at international competitions in the United States, United Kingdom, and United Arab Emirates. This reflects the exceptional quality and global potential of Balochistan’s olive oil.

𝗣𝗮𝗸𝗶𝘀𝘁𝗮𝗻'𝘀 𝗢𝗹𝗶𝘃𝗲 𝗦𝗲𝗰𝘁𝗼𝗿: 𝗧𝗵𝗲 𝗥𝗲𝗮𝗹 𝗖𝗼𝗻𝘀𝘁𝗿𝗮𝗶𝗻𝘁 𝗜𝘀𝗻'𝘁 𝗠𝗮𝗰𝗵𝗶𝗻𝗲𝗿𝘆 — 𝗜𝘁'𝘀 𝗦𝗸𝗶𝗹𝗹

You can import an olive press in a shipping container. You cannot import the person who knows how to run it.

For the past decade, Pakistan's olive push has focused on the visible side of the business — planting trees, bringing in presses, setting up mills. That progress is real. But a quieter constraint is now surfacing, and it can't be solved with a purchase order: too few trained operators and mechanics to run what's already been installed.

In most crops, this would sit in the background. In olives, it doesn't. Skill sits directly on the revenue line.

Take the gap between extra-virgin oil and a discounted lower grade. It's rarely about the equipment — it comes down to hours and degrees: how fast fruit moves from tree to press, how malaxation temperature and timing are managed, how carefully the paste is handled. Two mills running identical machinery can end up in completely different price brackets. The variable isn't the equipment. It's the operator.

The same logic applies to the hardware itself. Harvesters, decanters, and bottling lines only earn their cost near capacity. A plant with no trained operator and no local mechanic doesn't sit idle for free — it sits idle while the loan repayments continue.

From a feasibility standpoint, this is the operational risk that optimistic plans tend to skip — and the one that usually decides whether the numbers actually hold:

Pakistan spends over $3 billion every year importing edible oil. Meanwhile, nearly 10 million acres of our land is suitable for olive cultivation — and barely 55,000 acres have been developed.⁣

I recently wrote about why this gap is actually an investment opportunity. The response was overwhelming. But it confirmed one thing: interest is not the problem. Ex*****on is.⁣

🌱 𝟭. 𝗦𝘁𝗮𝗿𝘁 𝘄𝗶𝘁𝗵 𝗰𝗲𝗿𝘁𝗶𝗳𝗶𝗲𝗱 𝗻𝘂𝗿𝘀𝗲𝗿𝗶𝗲𝘀⁣
No orchard is better than its planting stock. An olive tree takes 4 years to bear fruit — if you plant the wrong stock, you discover the mistake far too late. Pakistan needs many more FSC&RD-certified, disease-free nurseries with verifiable certification.⁣

📊 𝟮. 𝗧𝗿𝗲𝗮𝘁 𝗮𝗻 𝗼𝗿𝗰𝗵𝗮𝗿𝗱 𝗹𝗶𝗸𝗲 𝗮 𝗹𝗼𝗻𝗴-𝘁𝗲𝗿𝗺 𝗽𝗿𝗼𝗷𝗲𝗰𝘁, 𝗻𝗼𝘁 𝗮 𝘀𝗲𝗮𝘀𝗼𝗻𝗮𝗹 𝗰𝗿𝗼𝗽⁣
First fruit in year 4. Full maturity in a decade. That means you need a proper feasibility study — realistic yields, phased investment, and enough working capital to survive the lean years. Projects built on wishful numbers don't fail on paper. They fail in year 5, when it's too late.⁣

🏦 𝟯. 𝗕𝘂𝗶𝗹𝗱 𝗳𝗼𝗿 𝗯𝗮𝗻𝗸𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗳𝗿𝗼𝗺 𝗱𝗮𝘆 𝗼𝗻𝗲⁣
Proper registration with SECP, clean books, documented controls, and clear land titles are not paperwork — they are the difference between a project a bank will finance and one it politely declines.⁣

🤝 𝟰. 𝗨𝘀𝗲 𝗣𝗣𝗣 𝗮𝗻𝗱 𝗯𝗹𝗲𝗻𝗱𝗲𝗱 𝗳𝗶𝗻𝗮𝗻𝗰𝗲⁣
Government land + donor support for extraction units + private capital for orchards and branding — this combination can bridge the 4-year gestation gap. KP in particular has both the land and the institutional appetite. What's missing is disciplined project preparation.⁣

🫒 𝟱. 𝗗𝗼𝗻'𝘁 𝘀𝘁𝗼𝗽 𝗮𝘁 𝘁𝗵𝗲 𝗳𝗮𝗿𝗺 𝗴𝗮𝘁𝗲⁣
The real margins are in extraction, bottling, certification, and branded retail. A farmer selling raw olives earns a fraction of what an integrated producer earns. Plan the full value chain from the start.⁣

𝗧𝗵𝗲 𝗯𝗼𝘁𝘁𝗼𝗺 𝗹𝗶𝗻𝗲: Pakistan doesn't need more enthusiasm about olives. It needs bankable projects — investors and landowners who pair ambition with solid feasibility studies, proper structuring, and disciplined risk management.⁣

Over the past decade, the olive sector has quietly matured from a single entrepreneur into 144 registered startups, supported by extraction units, quality laboratories, and a growing base of certified, disease-free nurseries. For years we imported the plants themselves; today, local nurseries are beginning to produce certified stock, and the value chain is starting to stand on its own.

But growth is not the same as scale. Pakistan still lacks certified, disease-free nurseries in anything close to the numbers this opportunity demands — and genuinely certified planting material remains hard to source and verify. For a crop that takes years to bear its first fruit, planting the wrong stock is a mistake you discover far too late to reverse.

KP, Balochistan, and the Potohar belt are repeatedly identified as the highest-potential zones. For Khyber Pakhtunkhwa in particular, this is an opportunity that aligns climate, land, rural livelihoods, and import substitution in a single value chain.

But potential is not the same as bankability.

𝘍𝘳𝘰𝘮 𝘢𝘯 𝘢𝘥𝘷𝘪𝘴𝘰𝘳𝘺 𝘴𝘵𝘢𝘯𝘥𝘱𝘰𝘪𝘯𝘵, 𝘵𝘩𝘦 𝘲𝘶𝘦𝘴𝘵𝘪𝘰𝘯𝘴 𝘵𝘩𝘢𝘵 𝘢𝘤𝘵𝘶𝘢𝘭𝘭𝘺 𝘥𝘦𝘵𝘦𝘳𝘮𝘪𝘯𝘦 𝘴𝘶𝘤𝘤𝘦𝘴𝘴 𝘢𝘳𝘦 𝘵𝘩𝘦 𝘶𝘯𝘨𝘭𝘢𝘮𝘰𝘳𝘰𝘶𝘴 𝘰𝘯𝘦𝘴:

— Is the nursery's certification genuine and verifiable with FSC&RD?
— What is the realistic yield curve and payback period for an orchard that fruits only after four years?
— Where are the gaps in bottling, packaging, certification, and market linkage?
— How does a startup structure itself for compliance and for raising capital?

This is precisely where rigorous feasibility studies, risk assessment, and structured advisory turn an attractive sector into a financeable project.

𝐌𝐨𝐫𝐞 𝐎𝐥𝐢𝐯𝐞 𝐋𝐚𝐧𝐝 𝐓𝐡𝐚𝐧 𝐒𝐩𝐚𝐢𝐧, 𝐘𝐞𝐭 𝐀𝐥𝐦𝐨𝐬𝐭 𝐍𝐨 𝐄𝐱𝐩𝐨𝐫𝐭𝐬 — 𝐖𝐡𝐲 𝐈𝐬 𝐁𝐚𝐥𝐨𝐜𝐡𝐢𝐬𝐭𝐚𝐧(𝐏𝐚𝐤𝐢𝐬𝐭𝐚𝐧) 𝐒𝐭𝐢𝐥𝐥 𝐚 𝐂𝐨𝐭𝐭𝐚𝐠𝐞 𝐈𝐧𝐝𝐮𝐬𝐭𝐫𝐲?⁣

Over the past years, working alongside the International Trade Centre (ITC) and FAO, I've been deep in the olive sector of Balochistan — visiting orchards, sitting with farmers, and mapping the entire value chain. What I observed is a paradox worth talking about.⁣
On paper, Pakistan has more cultivable land suited to olives than Spain. We have 117 districts with favourable conditions, an estimated 27.5 million wild olive trees, and a crop that needs far less water than almost anything else we grow. The potential is genuinely world-class.⁣
And yet, on the ground, olive oil and table olive production is still essentially a cottage industry. The gap between potential and reality comes down to a handful of bottlenecks that keep repeating themselves:⁣
→ 𝐓𝐨𝐨 𝐟𝐞𝐰 𝐨𝐢𝐥 𝐞𝐱𝐭𝐫𝐚𝐜𝐭𝐢𝐨𝐧 𝐦𝐚𝐜𝐡𝐢𝐧𝐞𝐬 — and not enough people trained to operate and maintain the ones we have. Processing becomes the chokepoint.⁣
→ 𝐁𝐨𝐭𝐭𝐥𝐢𝐧𝐠 𝐚𝐧𝐝 𝐩𝐚𝐜𝐤𝐚𝐠𝐢𝐧𝐠 𝐭𝐡𝐚𝐭 𝐝𝐨𝐞𝐬𝐧'𝐭 𝐟𝐢𝐭 𝐭𝐡𝐞 𝐠𝐫𝐨𝐰𝐞𝐫. Existing facilities won't entertain orders below 100,000 bottles, which locks out the small producers who make up the sector.⁣
→ 𝐀 𝐬𝐡𝐨𝐫𝐭𝐚𝐠𝐞 of certified nurseries and seeds, leaving Balochistan dependent on Punjab.⁣
→ 𝐈𝐧𝐜𝐨𝐧𝐬𝐢𝐬𝐭𝐞𝐧𝐭 𝐠𝐫𝐚𝐝𝐢𝐧𝐠, 𝐩𝐫𝐨𝐜𝐞𝐬𝐬𝐢𝐧𝐠, 𝐚𝐧𝐝 𝐬𝐭𝐚𝐧𝐝𝐚𝐫𝐝𝐢𝐳𝐚𝐭𝐢𝐨𝐧 — you can see it in something as basic as olive oil coming out in different colours batch to batch.⁣
→ 𝐅𝐚𝐫𝐦𝐞𝐫𝐬 𝐚𝐧𝐝 𝐩𝐢𝐜𝐤𝐞𝐫𝐬 who often don't have access to training on when to harvest or how to manage an orchard, so quality is lost before the fruit even leaves the tree.⁣
Underneath all of it sits the real problem: olives remain a low priority — for government, for investors, and even for many farmers. The crop is treated as a side bet rather than the opportunity it is.⁣
None of these are unsolvable. They're skills, machines, and coordination — not destiny. But until we treat them as a connected system rather than isolated complaints, the potential stays on paper.⁣

Olive production in Balochistan is not just about farming. It is about climate-smart agriculture, food security, rural livelihoods, SME development, halal trade and export potential.

The January 2025 proposal on olive oil extraction units in Balochistan shows that the province has around 2.17 million olive trees spread across nearly 17,000 acres. However, only 14 operational olive oil extraction units are available for more than two million trees. This creates a serious challenge because olives should ideally be processed within 3–6 hours after picking to maintain oil quality, yield and farmer income.

With increasing climate pressure since 2025 — including heatwaves, drought, water scarcity and changing rainfall patterns — the need for a stronger olive value chain has become even more important.

To unlock the full potential of Balochistan’s olive sector, we need to focus on:

🌿 Investment in olive oil extraction, packaging, branding and by-products
🌿 Support for SMEs, farmer enterprises, cooperatives and local brands
🌿 Halal-certified, traceable and premium-quality EVOO
🌿 Digital marketing, e-commerce and online sales
🌿 PPP models, donor support and private investment
🌿 Training for farmers, processors, machine operators and exporters
🌿 GAP, GMP, drip irrigation, water efficiency and drought resilience

Balochistan already has the land, wild olive resources, suitable varieties, hardworking farmers and premium olive oil potential. What is needed now is a focused strategy to turn this potential into a climate-resilient, investment-ready and export-oriented olive industry.

Pakistan’s olive oil future can be climate-smart, halal-certified and globally competitive — but we must build the value chain before climate stress widens the gap.

Women in Balochistan grow some of Pakistan's finest produce — apricots, dates, olives, grapes, chillis, onions. Yet most of the money leaves with the middleman.
