FBR Establishes District Tax Offices All Across the Country To Broaden The Tax Base.

As part of restructuring measures, Federal Board of Revenue has established 145 District Tax Offices which will focus on bringing 1.5 to 2 million new taxpayers into the tax net till June, 2024. The Prime Minister has stressed the importance of revenue and increasing the existing number of tax filers during recent meetings.

Federal Board of Revenue today notified the establishment of these offices, a new initiative that will help broadening the tax base and ultimately raising tax-to-GDP ratio to a desired level.​These offices would be headed by District Tax Officers entrusted with the responsibility of enforcing Income Tax Returns from non-filers and stop filers.

Establishment of these offices heralds a new chapter that would expand tax net to fill a critical tax gap on the path to bring all potential taxpayers into the tax net. These new offices would be headed by dedicated Inland Revenue Officers in BS-17/18 which would obtain and utilize third party data acquired from multiple departments and agencies that hold critical information regarding investment in assets and incurring of huge expenditures by potential taxpayers who till now have managed to escape and stay away from the taxation system including registration and filing of tax returns.

One of the tools to be utilized for this purpose would be invoking recently introduced section 114B in the Income Tax Ordinance, 2001 which authorizes the department to disconnect utility connections including electricity and gas connections and blocking of mobile sims, if return is not filed in response to notices issued.

Federal Government is committed to utilize all measures and provide assistance to FBR. A new Documentation Law is also being introduced to obligate various agencies / departments to provide data to Federal Board of Revenue through automated common transmission system. Collaboration and assistance from National Database and Registration Authority (NADRA) has also been sought. Chairman NADRA has assured Federal Board of Revenue for its assistance for widening of tax base through Data Integration.

The initiative would not only strengthen FBR capacity to enforce tax laws but will also facilitate taxpayers in filing tax returns by establishing dedicated offices.

FBR Registers 28.4% Growth During July 2021-May 2022 Despite Massive Tax Relief.

Federal Board of Revenue (FBR) has released the provisional revenue collection figures for the months July, 2021- May, 2022 of current Financial Year 2021-22. According to the provisional information, FBR has collected net revenue of Rs. 5,349 billion during July 2021-May 2022 of current Financial Year 2021-22. The provisional figures reported will further improve after closure of payment receipts and reconciliation with State Bank of Pakistan. This represents a growth of about 28.4% over the collection of Rs. 4,164 billion during the same period, last year. The net collection for the month of May, 2022 realized Rs. 490 billion represents an increase of 26.8 % over Rs. 387 billion collected in May, 2021. On the other hand, the gross collections increased from Rs. 4,389 billion during July, 2020-May, 2021 to Rs 5,644 billion in current Financial Year July, 2021- May, 2022, showing an increase of 28.6%. Likewise, the amount of refunds disbursed during May, 2022 was Rs.30.4 Billion while in May, 2021 the refunds disbursed were Rs.21.1 Billion, registering an increase of 44.3%. Similarly, refunds worth Rs 295.5 billion have been disbursed during July, 2021- May, 2022 compared to Rs 224.2 billion paid last year, showing an increase of 31.8%.

بڑے ٹیکس ریلیف کے باوجود ایف بی آر کے رواں مالی سال جولائی 2021 تا مئی 2022 تک کے دوران حاصل شدہ محاصل میں 28.4 فیصد اضافہ.
فیڈرل بورڈ آف ریونیو (ایف بی آر) نے رواں مالی سال 2022-2021کے دوران جولائی 2021 سے لے کر مئی 2022 تک کے عرصے میں حاصل کردہ محصولات کی ابتدائی تفصیلات جاری کردی ہیں۔ ابتدائی معلومات کے مطابق رواں مالی سال کے دوران ایف بی آر نے 5349ارب روپے کے محصولات اکٹھے کئے ہیں۔ ان دیئے گئےاعداد و شمار میں ادائیگی رسیدوں کی بندش اور اسٹیٹ بینک آف پاکستان کے ساتھ حساب کتاب یکسو کرنے کے بعد مزید بڑھوتری متوقع ہے ۔ یہ اضافہ گزشتہ مالی سال کے اسی عرصے کے دوران اکٹھے ہونے والے محصولات سے 28.4 فیصد زیادہ ہے۔ گزشتہ مالی سال کے اسی عرصے میں حاصل شدہ محصولات 4164ارب روپے تھے۔ رواں مالی سال کے مئی کے مہینے میں 490 ارب روپے کے محصولات اکٹھے ہوئے ہیں جوکہ گزشتہ مالی سال کے مئی کے مقابلے میں 26.8 فیصد زیادہ ہیں۔ گزشتہ مالی سال میں مئی کےمہینے میں 387ارب روپے جمع ہوئے تھے۔
دوسری جانب مجموعی قومی محاصل میں بھی اضافہ دیکھا گیا ہے جوکہ جولائی 2020 تا مئی 2021 تک 4389 ارب روپے تھے اور موجودہ مالی سال کے جولائی 2021 تا مئی 2022 تک حاصل شدہ مجموعی قومی محاصل 5644ارب روپے تھی۔اس طرح اس مد میں موجودہ مالی سال میں گزشتہ مالی سال کی نسبت 28.6 فیصد اضافہ ہوا۔ اسی طرح رواں مالی سال کے مئی کے مہینے میں 30.4 ارب روپے کے ری فنڈز جاری کئے گئے جبکہ گزشتہ مالی سال کے مئی کے مہینے میں جاری ہونے والے ری فنڈز 21.1ارب روپے تھے۔ یوں گزشتہ مالی سال کے مئی میں جاری ہونے والے ری فنڈز کی رقم میں اس سال 44.3فیصد اضافہ ہوا۔ اسی طرح جولائی 2021 تا مئی 2022 تک 295.5 ارب روپے بطور ری فنڈ جاری کئے گئے جبکہ گزشتہ مالی سال کے اسی عرصے کے دوران 224.2 ارب روپے ری فنڈ کئے گئے تھے۔ یہ اعداد وشمار بتاتے ہیں کہ رواں مالی سال میں جاری ہونے والے ری فنڈز کی رقم گزشتہ سال کے مقابلے میں 31.8 فیصد زیادہ ہے۔
