On 19 August, SPARK and Flow Accelerator convened the second Green Forward Working Group meeting in Ramallah under the umbrella of the Palestinian Ministry of Labor and with funding from the European Union.

The meeting brought together H.E. Dr. Enas Attari, Minister of Labor; Mr. Mario Giuseppe Varrenti, Head of Cooperation at the European Union; Eng. Bashar Al-Saifi, Undersecretary of the Ministry of National Economy; Mr. Yahya Shunnar, Governor of the Palestine Monetary Authority; and senior representatives from key Palestinian institutions.

Majd Khalifeh, Managing Director of Flow Accelerator, and Dina Almasaeid, SPARK’s Regional Programme Director – Middle East, delivered remarks highlighting the importance of collaboration in advancing the green and circular economy. Leen Abu Baker, Palestine Country Director at Flow Accelerator, presented the Working Group’s journey and the broad participatory process behind its work.

Representing Envision Solutions, Faisal Kilani, Managing Partner, presented the six policy recommendations developed through this process.

As Dina Almasaeid highlighted: “Business support organisations are a bridge between policy and the realities and needs of enterprises and the private sector.”

Participants from government, regulatory bodies, the private sector, financial institutions, academia, civil society, development agencies, and international partners provided input to further validate and refine the recommendations, align them with national priorities, and identify opportunities for implementation support, financing, capacity building, and market access.

These contributions will inform the completion of the working document before its that Flow Accelerator and Spark will be submitting to the Ministry of Labor, helping turn field experience and collaborative dialogue into practical and sustainable policy action.

The Green Forward programme is funded by the European Union and implemented at the meso level by SPARK and Flow in Palestine to foster a Green and Circular Economy (GCE) in the Southern Neighbourhood region.

قدّمت Envision Solutions، بالشراكة مع اتحاد الغرف التجارية الصناعية الزراعية الفلسطينية، تدريباً متخصصاً لممثلي الغرف التجارية من مختلف المحافظات الفلسطينية حول إدارة المخاطر البيئية والاجتماعية في المشاريع.

تناول التدريب الفحص وتصنيف المخاطر، ودمج المتطلبات البيئية والاجتماعية في تصميم المشاريع والعطاءات والعقود والمتابعة، إلى جانب القوانين الفلسطينية ومتطلبات الجهات الممولة والأطر الدولية ذات الصلة.

Envision Solutions, in partnership with the Federation of Palestinian Chambers of Commerce, Industry and Agriculture, provided specialized training on environmental and social risk management in projects to representatives of chambers from different governorates across Palestine.

The training covered screening and risk classification, integrating E&S requirements into project design, tenders, contracts, and monitoring, as well as Palestinian legislation, donor requirements, and relevant international frameworks including the World Bank's Environmental and Social Framework and Standards.

يسرّنا الإعلان عن إنجاز تقييم الشمول المالي والرقمي لأعضاء الجمعيات التعاونية للتوفير والتسليف، وذلك بالتعاون مع اتحاد الجمعيات التعاونية للتوفير والتسليف - فلسطين (UCASC).

جمع هذا العمل بين استبيانات ميدانية لأعضاء الجمعيات، ونقاشات مجموعات مركزة، بالإضافة إلى تقرير تحليلي نهائي، بهدف فهم واقع الشمول المالي والجاهزية الرقمية ومستويات الثقة والتحديات وإمكانات التبنّي لدى الأعضاء.

وتُظهر النتائج أن لدى الأعضاء أساسًا جيدًا من الاتصال والانفتاح على الخدمات المالية الرقمية، إلا أن توسيع الاستخدام الفعلي يتطلب بناء الثقة، وتقديم دعم عملي، وتوفير مسارات استخدام واضحة وسهلة تتناسب مع احتياجات الأعضاء وواقعهم.

نفخر بإنجاز هذا العمل، وبالمساهمة في توفير أدلة عملية يمكن أن تدعم UCASC في مسار تحول رقمي أكثر شمولًا وواقعية.

We are pleased to share the completion of the Financial and Digital Inclusion Assessment of members of Cooperative Associations for Saving and Credit (CASCs), conducted in collaboration with the Union of Cooperative Associations for Saving and Credit - Palestine (UCASC).

The assignment combined a member survey, focus group discussions, and a final analytical report to better understand members’ financial inclusion, digital readiness, trust, barriers, and adoption potential.

The findings show that members are largely connected and open to digital financial services, but that wider adoption will depend on trust, practical support, clear onboarding, and solutions that respond to members’ real needs.

At Envision Solutions, we believe responsible growth starts with strong environmental and social management.

We are proud to have delivered both the Environmental and Social Audit (ESA) and the Environmental and Social Impact Assessment (ESIA) for Al Jibrini Co. for Dairy and Food Industries. The ESA reviewed the status of existing facilities against Palestinian requirements and the World Bank Environmental and Social Framework, identifying key gaps and setting out a practical Corrective Action Plan.

Building on that, the ESIA assessed the expansion’s environmental and social risks and impacts and translated them into subproject-specific management and monitoring plans to support implementation across the project cycle.

This is how we approach our work at Envision Solutions: practical, credible, and implementation-focused studies that connect compliance, risk management, and sustainable expansion.
