No tax withholding, no benefits owed. But get the classification wrong and the IRS does not care whether it was accidental. Back taxes and penalties follow.

EOR providers are very good at telling you what it costs to get started.

They are much less clear about what it costs to stop.

What rarely comes up in the sales conversation: exit fees to terminate the EOR agreement, notice periods of 30 to 90 days, per-employee offboarding fees, and severance obligations that vary by country.

Ask about all of these before you sign anything.
