Alert for the attention of President Donald J. Trump and Ayatollah Ali Hosseini Khamenei: Revised Removal of Obstacles to Expedite the United States and Iran ongoing Nuclear Deal Negotiation
To the United States:
The essence of strategic ambiguity is to save face and avoid all the implication of capitulation domestically and internationally thus each party to a conflict will come out of the conflict with their heads up. In the twenty first (21ST) century, no nation will like to be on the receiving end of statement like, ‘Let those who have strength rule over those who don’t’ which was common in ancient near Eastern thought, reflecting the understanding of the power dynamics prevailing in the ancient world. Israel may be winning in air supremacy or has an edge, however, it should not be hard or difficult for you His Excellency President Donald J. Trump to use your leverage over/on Netanyahu to pause the bombing of Iran, so Iran can restart negotiation directly with the United States. To be franked the Iranians have been very measured by saying if Israel stopped to bomb Iran, they will stop to bomb Israel, which meant they are ready to reciprocate the cessation of hostility.
• Israel and Iran must immediately cease all hostilities towards each other, bombings and attacking each other with drones, missiles and aircrafts.
• There must be direct negotiation between the United States and Iran even in the White House which is necessary for confidence building.
• The emphasis must be on intrusive inspection to ensure transparency and compliance in all aspect of the Iranian nuclear program for civil use and to limit Uranium enrichment to the minimal for civil use like generation of electricity, nuclear medicine, researches and so on and a shift from the position that Iran must not enrich Uranium at all.
• Alternatively, Iran and the United States can agree on a moratorium on enrichment of Uranium within Iran for the foreseeable future with a definite timeline after which the United States and Iran will resume negotiation to reach further agreement as regards minimum enrichment within Iran or outside Iran for civil use.
• The United States and Islamic Republic of Iran can agree to put a moratorium on the proliferation of ballistic and other missiles in ranges etc. let say for ten or twenty years, after which it can be renegotiated with the United States.
• However, we must be mindful that a nation state cannot be stripped off its ability to defend itself especially from external aggression.
To the Islamic Republic of Iran:
In the best interest of the Islamic Republic of Iran, you can resume the diplomatic effort and negotiation unconditionally with the United States on the following guidelines.
• Make all nuclear facilities in Iran available for inspection and declare every aspect of the Iranian nuclear programs.
• To conceal nuclear sites or facilities will create deep suspicion about the intention of nuclear program(s) even if they are meant for civil use only.
• Alternatively, since it is the position of the Islamic Republic not to pursue nuclear weapon as decreed by FATWA against developing, obtaining and use nuclear weapon, it does not matter where Uranium enrichment is done, the enriched Uranium can be taken back to Iran for civil use like energy generation, nuclear medicine, researches and so on. In this regard the Islamic Republic of Iran can agree to enrich Uranium outside Iran.
• The Islamic Republic of Iran may agree to put a moratorium on the proliferation of ballistic and other missiles in ranges etc. let say for ten or twenty years, after which it can be renegotiated with the United States.
• Renounce calls for the destruction of Israel and the United States even on issues of disagreement like the Palestinian issue or any other issue.
• Cease from pursue any action directly or indirectly which will threaten or destabilize the State of Israel and the United States.
• Pursue a part of normalization and cordial relations with Israel and the United States.
If my memory can serve me right I think it was the communication scholar Walter Lippmann who said, if I can paraphrase him:
It is better to be rich than to poor
It is better to eat than to starve
To the above I will add that it is better to be in peace than to fight war. Empathy starts with the individual or nation itself.
