يؤسفنا أن نرى الدولة الصومالية اليوم تُختزل في "صورة وفيديو" على منصات التواصل الاجتماعي، بينما الواقع الإداري يغرق في أزمة نظم بشرية خانقة.
ما نراه اليوم هو "دولة الفيس بوك":

- إنجازات صورية: وزارات وإدارات تحول عملها إلى سلسلة لا تنتهي من "السيمينارات" وورش العمل في الفنادق. ينتهي الإنجاز بمجرد الضغط على زر "نشر" (Post)، دون أي أثر حقيقي على حياة المواطن البسيط.

- المحسوبية والقرابة: المناصب أصبحت "هدايا" تُوزع على الأقارب والموالين، بعيداً عن معايير الكفاءة والخبرة. والنتيجة؟ مسؤولون بلا رؤية، ومؤسسات مشلولة إدارياً.

- غياب الكفاءات: تهميش العقول الوطنية المخلصة لصالح "المحسوبية" هو السبب الأول خلف تعثرنا. الرجل غير المناسب في المكان الحساس هو "وصفة الفشل" التي نعاني منها.
يا سادة.. الوطن لا يُبنى باللقطات الاحترافية ولا بـ "اللايكات". الوطن يُبنى بالميدان، بالخدمات، بالعدل، وبوضع الرجل المناسب في المكان المناسب.

Ethiopia exported 470,000 tons of coffee in 2017 and earned $2.65 billion, becoming Africa's #1 and the world’s 3rd largest coffee exporter.

Meanwhile, Somalia — with fertile land, a long coastline, and untapped potential — continues to rely heavily on imports, with very limited exports.

The Illusion of Ministries in Somalia: Absence of Presence and a Rise in Illiteracy

Despite the abundance of photos showing meetings and consultations posted by Somali ministries on social media, the internal reality of these institutions tells a different story. In most ministries, daily employee attendance is lacking, and where there is some presence, administrative and professional illiteracy dominates to a shocking extent. These meetings are more of a display than genuine planning efforts.

Photos of ministers and officials in formal or informal gatherings are circulated as if they signify active engagement and movement. However, they are merely a cover for institutional stagnation and emptiness. Meanwhile, the average citizen sees no tangible outcomes from these meetings that impact their daily life or the services they rely on.

A Prelude to the Non-Existence of the State

Somalia is currently going through a dangerous phase — one that could be called a prelude to the non-existence of the state. The ongoing practices of favoritism and the distribution of government positions based on clan affiliation rather than merit are eroding the state from within and destroying public trust.

A state built on clan loyalty cannot produce independent institutions or fair decisions. Instead, it becomes a tool in the hands of a few who hold power. In this way, Somalia today, if no serious reforms are made, is steadily heading toward the model of a hollow state — one that has the appearance of authority but lacks the substance of governance.

Conclusion

It is time for the images we see to turn into real action — for favoritism to be replaced with merit, and for the blind imitation of successful states to be replaced with genuine institutional building led by educated minds and clean hands. Hon Mohamud Abdirahman Beenebeene today launched the 2nd Edition of the Somalia Economic Outlook, developed by the Economic Development Department at . Covering 2004–2023, the report highlights an average growth rate of 5.1%, reflecting the positive role of government restoration in driving economic recovery.

Average GDP Growth (2004–2024):
Ethiopia: 9.6%
Rwanda: 8.6%
Kenya: 5.8%
Somalia: 5.1%
Tanzania: 4.8%
Uganda: 4.8%

This growth places Somalia ahead of Tanzania and Uganda, slightly behind Kenya, but still well below Rwanda and Ethiopia over the same period.

While the trend is encouraging, there are concerns about the accuracy and reliability of Somalia’s economic data. , your insights on data sources and methodology would be appreciated.

Nonetheless, I remain optimistic: with greater stability, stronger institutions, and improved national connectivity, Somalia’s growth potential remains strong.

The Somali National Bureau of Statistics has launched a revised Consumer Price Index (CPI), aligned with COICOP 2018, replacing the outdated COICOP 1999 framework. This updated index ensures harmonized price reporting across all federal member states, including Somaliland.

With 13 major categories and 537 sub-items, the new CPI offers a more comprehensive and accurate measure of inflation. While this advancement enhances inflation tracking, the critical question remains: what monetary or fiscal measures will be employed in response? Thus far, the Central Bank has lacked an effective policy framework to address inflation.

Given that food constitutes 50% of household expenditures—and the bulk of it is imported—there is an urgent need to promote domestic food production to reduce reliance on imports and correct the trade imbalance.
