A minute with EWSC Managing Director Jabulile Mashwama I am Jabulile Mashwama, Eswatini Water Services Corporation (EWSC) Managing Director. Ms Jabulile Mashwama joined EWSC as Managing Director in December 2018.

She is the executive member of the EWSC Board. Prior to joining EWSC, Ms Mashwama had served as Minister of Commerce, Industry and Trade as well as Minister of Natural Resources and Energy during her 10 years as Senator in the Parliament of the Kingdom of Eswatini. In her role as a minister, she piloted legislation nationally to support Government’s reform strategies. As Minister for Natural Resou

rces and Energy, she was responsible for developing water and energy policies in line with the United Nations Sustainable Development Goals, with a special focus on SDGs 6 and 7, providing clean water and sanitation for all and providing affordable and clean energy, respectively. Ms Mashwama has been a member of many international initiatives focused on regional and global development agendas including the African Minister’s Council on Water (AMCOM), the Common Market for Eastern and Southern Africa (COMESA), Sanitation and Water for All (SWA) among others. During her 10 years as minister she had political oversight of several state- owned enterprises, including the national electricity and water utility companies, the energy regulator as well as investment promotion agencies. Her role included reviewing and approving the strategic plans of these state-owned enterprises and importantly overseeing their corporate performance. Ms Mashwama has previously worked in the private sector for leading global FMCG Company as Human Capital Development Director, where she was responsible for developing and implementing policies, strategies and tools for performance management and organisational culture improvement

I am incredibly proud of our Blue Team for living out our commitment to community and care. Education remains a key pillar of our CSR efforts. Through our initiative, we awarded three Plumbing students at Mpaka Vocational Training Centre full bursaries and internship opportunities - investing in skills development and empowering the youth. We also donated 100-seater desks at UNESWA, and at Msunduza Primary School we provided 50 desks (seating 100 learners), chairs, school bags, lunch sets, and stationery - bringing smiles and meaningful support to learners. Our team also rolled up their sleeves for river clean-ups at Mhlabanyatsi and Mzimnene Rivers, protecting the water sources that sustain our communities. Thank you for love through education and environmental stewardship - the Blue Team way💙.

I am honored to represent Eswatini Water Services Corporation at the IWA Water & Development Congress 2025, alongside Nomahlubi Matiwane (Director of Business Enablement and Corporate Affairs) and Mxolisi Zikalala (Engineer: Production and Distribution). With more than 1,200 participants from around the world, IWA offers an influential stage for advancing innovation in water, sanitation, and resilience. This year is particularly special as I participated in the IWA Board Meeting and engaged with the 300 Water Leaders Asia Chapter during a co-development session, where I shared EWSC’s transformative journey in workforce development and culture building. I am humbled to see EWSC’s work recognized globally.

During the Congress, I will also be joining a panel discussion at the Utility Leaders Forum (ULF), presenting on Community Involvement and Solutions within the context of utility-led innovations in technology, finance, and community approaches. These interactions not only showcase our progress but also strengthen EWSC’s access to global expertise, partnerships and innovative solutions.

Today, I have the privilege of representing the Eswatini Water Services Corporation, alongside our Chairman of the Board and Ms. Bhekiwe Bulunga, Senior Technician, on a benchmarking mission with the Dubai Electricity and Water Authority - DEWA. Our engagements are focused on Energy Efficiency, Renewable Energy Integration, Climate Resilience, Smart Automation, and Integrated Asset Management — all critical pillars in shaping the future of sustainable and innovative utility services.

DEWA’s global leadership in digital innovation, including the implementation of SCADA systems, Artificial Intelligence, and advanced sustainability initiatives, is truly inspiring. Witnessing their level of advancement first-hand has broadened our perspective and strengthened our resolve. This landmark gathering of leaders and experts is tackling the continent’s most pressing challenges — from water security and climate resilience to sustainable growth and poverty eradication. I am proud to engage with key stakeholders to champion transformative solutions, including the Eswatini Water Investment Programme, that will ensure clean water and sanitation for all by 2030. It's a true privilege to be here in Singapore for the Singapore International Water Week (SIWW) Spotlight 2025! The theme, “Flood Resilient Cities: Adapting to Climate Change,” couldn't be more pertinent as we all grapple with the realities of extreme weather.

I'm particularly looking forward to engaging with and learning from the Public Utilities Board (PUB) Singapore. They are, without a doubt, a global leader in urban water resilience, and this is an invaluable opportunity to share insights and benchmark our approaches. We also have the unique advantage of attending some sessions at the 41st IAHR World Congress, where the focus on engineering for sustainability directly aligns with our goals.

Being part of these global conversations fills me with immense optimism. It's clear that by collaborating and sharing our expertise, we can collectively forge a more resilient future. The challenges of climate change are significant, but so is our capacity to innovate and adapt, together.

I am honored to attend the Global Water Summit 2025 in Paris for the first time — a flagship gathering of global water leaders driving innovation and sustainable solutions. It’s been inspiring to engage with sector peers and share insights especially during a panel on change management and financial resilience. I’m also proud to have joined the 300 Water Leaders initiative, working collectively to deliver SDG 6 to 300 million people by 2030.

Even more rewarding is having our Senior Analyst – Business Intelligence, Mr. Charlie Mamba, join me on this journey. I believe strongly in exposing young talent to global platforms like this — building the next generation of leaders starts with creating opportunities today.
