🌬 OFFSHORE WIND POWER: BIG WAVES AHEAD FOR INVESTORS WHO DARE TO LEAD!
Vietnam is on the brink of becoming a regional offshore wind power hub, thanks to its natural advantages and strong commitment to renewable energy. However, despite the issuance of Decree 58/2025/NĐ-CP, several legal uncertainties remain that need to be addressed to accelerate investment in this sector.
📌 Vietnam’s Offshore Wind Power Potential
According to the World Bank, Vietnam has an offshore wind potential of up to 475 GW, the highest in Southeast Asia. Of this, over 162 GW could be developed at competitive costs. Offshore wind is a crucial energy source that will help Vietnam fulfill its commitment to net-zero emissions by 2050.
A report by McKinsey indicates that if Vietnam develops 5-10 GW of offshore wind power before 2030, the economy could attract over $50 billion in investment and create hundreds of thousands of jobs in the supporting industries.
❌ Existing Barriers to Investment
Despite its enormous potential, businesses still face significant challenges in project implementation due to several obstacles:
1. Slow Planning & Licensing Process
- To develop an offshore wind project, businesses must be included in the revised Power Development Plan VIII and receive approval from multiple ministries.
- Currently, only one valid survey license has been granted to PTSC, while dozens of other companies are still waiting for guidance on the licensing process.
2. Joint Venture Requirement with Domestic Enterprises
- Decree 58/2025/NĐ-CP mandates that foreign investors can hold a maximum of 95% ownership, with the remaining stake required to be held by Vietnamese enterprises.
- This means foreign investors must identify suitable local partners, especially those with experience in the energy sector.
3. Lack of Clear Long-Term Power Purchase Agreements (PPAs)
- One of the key factors influencing investment decisions is the power purchase agreement (PPA). Currently, there is no clear regulation on offshore wind electricity pricing or long-term minimum contracted power output.
- This creates uncertainty in revenue forecasts and makes it difficult for investors to secure financing.

Despite these challenges, offshore wind power remains an attractive investment sector due to:
- Rising electricity demand, with consumption growing at an average rate of 8-10% per year.
- Government commitment to developing at least 6 GW of offshore wind capacity by 2030, creating significant opportunities for both local and foreign enterprises.
- Strong interest from international financial institutions in clean energy, providing greater access to preferential funding.
💼 What Should Investors Do?
- Closely monitor new policies, especially regarding survey licensing and project bidding.
- Partner with local enterprises to comply with ownership regulations.
- Prepare capital and technology to enter the market as soon as the legal framework is finalized.
Offshore wind power is set to be one of the most promising investment opportunities in Vietnam over the next decade. However, to capitalize on this potential, investors must understand the evolving policy landscape, form strategic partnerships, and be financially and technologically prepared. Once the regulatory framework is fully in place, Vietnam’s offshore wind sector could become a major economic growth driver, attracting billions of dollars in investment and creating tens of thousands of high-quality jobs.
