Many Ugandan companies owned by nationals are facing a lot of challenges in securing business in the Oil &Gas Industry. This has been caused by poor policies and a case in point is the Local Content Policy which asserts that for any business to be considered a Ugandan should be incorporated in Uganda. This is not right. Many foreigners have registered companies and because they possess more financial resources, the are able to compete for business and others are good at bribing procuring entities. Additional some other companies give shares to illiterates whom they employ as lower cadres and/support staff. These people are just given papers without knowing what they are signing for and such companies claim to be having shareholding with national which is not right. We need to review our policies and be able to promote lo Al content in its real sense. PAU, URA, UIA, Ministry of trade and industry and fministry of energy and mineral development have failed in their role.
