SPRINGFIELD, OR, October 12, 2026 - Emergent announced the appointment of Daniel C. Fitzpatrick, MD, as its Chief Medical Officer. Fitzpatrick, an orthopedic trauma surgeon, clinical researcher, and educator, has more than two decades of experience treating complex orthopedic injuries.

Terminated contractor sues Cal OES over Next Gen 911 upgrade

In a new report to lawmakers, the state agency said the legal action may slow its new transition plan for California’s Next Generation 911 system.

California’s troubled Next Generation 911 upgrade is now embroiled in a lawsuit. A contractor that the state fired, NGA 911, is suing the California Office of Emergency Services (Cal OES) demanding to be reinstated on the project and full payment from the agency.

In the 118-page complaint filed on August 24, NGA 911 accuses Cal OES of abandoning years of work and millions of public dollars invested into the upgrade that aims to bring California’s aging 911 infrastructure into the digital age.

In 2024, NBC Bay Area’s Investigative Unit first exposed major issues at some of the first 911 centers that used the state’s new technology. NGA 911 was the contractor hired to provide service for those regions. Last year, Cal OES decided to take the upgrade in a different direction. Instead of taking a regional approach using four different contractors, Cal OES plans to build a statewide network using one provider with another as backup.

In March 2026, Cal OES published a document saying, “In addition to the myriad problems with NGA’s network services, the call-processing equipment that public-safety answering points (PSAPs) purchased from NGA proved so problematic that it was unworkable.” That same month, the state terminated NGA from a contract related to the upgrade.

In the lawsuit, NGA accuses Cal OES of falsely blaming NGA for problems with the initial upgrade plan, calling the allegations “plainly untrue” and “contradicted by Cal OES’s own record.” NGA is asking the court to order Cal OES to return to its original plan that used NGA as one of its contractors.

Sheriff’s Office launches automated text updates for 911 calls and crime reports

The San Diego County Sheriff’s Office has launched a new automated text notification system designed to keep people informed about the status of 911 calls and crime reports.

The Sheriff’s Office is now using Versaterm Inc CommunityConnect, a communication platform that integrates with the agency’s existing computer-aided dispatch system to automatically send timely updates to people who contact the Sheriff’s Communications Center.

The system is intended to provide more consistent follow-up without requiring additional staff resources.

In Casper, Wyo, a Green Light for AI Police Bodycams

Nearly six months after the Casper Police Department tested the AI-powered software, the City Council authorized a contract to use it full time. In between was months of debate.

(TNS) — Almost exactly six months after the Casper City Council gave the Casper Police Department the green light to test AI-powered body-camera software, the department took another step Tuesday toward making the technology a permanent part of its policing toolkit.

The council authorized the department to move forward with a nearly $59,000 contract that would allow it to use the software full-time.

The decision comes after months of debate in Casper over how and whether artificial intelligence should be used in law enforcement, and what safeguards should accompany it.
Commenters on recent social media posts have expressed doubt of and discontent with the notion of AI use by the police department, but council members unanimously approved the one-year, $58,800 contract with little opportunity for public comment.

Despite the social media criticism, public comment at Tuesday’s regular council meeting steered clear of AI.

The software the department has been using is called TRULEO.

Phoenix police launch AI pilot program using body-worn camera audio to write first-draft police reports

The Phoenix Police Department is piloting Axon DraftOne, an AI tool that generates first-draft police reports from body-worn camera audio, to help address a department-wide officer shortage.
PHOENIX — The Phoenix Police Department has launched a 90-day pilot program to test an AI-assisted tool that generates first drafts of police reports from body-worn camera audio after a push by City Councilwoman Ann O'Brien she says was aimed at getting more officers on the streets and improving response times amid an officer shortage.

The pilot is testing Axon DraftOne in the Patrol Bureau of the Mountain View Precinct, the Family Investigations Bureau, and the Assaults Unit within the Violent Crimes Bureau of the Mountain View Precinct. The program will run through Dec. 31, 2026.

Lake County will use AI to review medical 911 calls. Humans will still make final personnel decisions

CLEVELAND, Ohio — Ohio now requires 911 call centers covered by state rules to review at least 2% of certain emergency medical calls.

Lake County is adding artificial intelligence to that quality-control process.

County commissioners on Sept. 29 approved a five-year, $190,816 agreement with Eventide Communications to add AI capabilities to the county’s existing call-recording system.

County officials say the software will automatically evaluate every call the county classifies as an emergency medical dispatch call and generate reports supervisors can use to identify where dispatchers are following procedures and where additional attention may be needed, according to a Sept. 30 report.

CONFIRE EMS Replaces AMR As New Ambulance System Launches In San Bernardino County

SAN BERNARDINO, Calif. — A new ambulance system officially launched Thursday, October 1, 2026, across much of San Bernardino County, with Confire EMS & Mobile Health replacing longtime provider American Medical Response and partnering with Priority Ambulance to provide emergency and non-emergency ambulance services.

Residents are now seeing ambulances and crew uniforms carrying CONFIRE branding across the new service area. Despite the change in branding and ambulance provider, San Bernardino County officials said emergency services will continue uninterrupted and the process for requesting emergency assistance remains the same: Call 911.

The transition came one day after a San Bernardino County Superior Court judge reconsidered an earlier ruling in litigation brought by AMR over the county’s decision to award the ambulance contract to CONFIRE and denied AMR’s petition for writ of mandate.

Priority Ambulance confirmed the launch Thursday, saying, “Today marks an exciting new chapter in San Bernardino County!”

“Priority Ambulance, in partnership with CONFIRE EMS, officially begins providing emergency and non-emergency ambulance services in portions of San Bernardino County today, October 1,” the company said.

The contract covers the vast majority of San Bernardino County’s primary Exclusive Operating Area, or EOA. Municipalities and local service zones participating in or affected by the transition include San Bernardino, Rancho Cucamonga, Ontario, Redlands, Chino and Chino Hills through the Chino Valley Independent Fire District, Rialto, Colton, Loma Linda, Montclair, Victorville, Apple Valley and Yucaipa. Unincorporated county communities served by San Bernardino County Fire will also transition to CONFIRE EMS coverage.

CONFIRE will provide ground ambulance services, 911 emergency response, transportation between health care facilities and critical care transportation through its public-private partnership with Priority Ambulance, which the county described as the nation’s second-largest ambulance provider.
