Tundra Strategies was founded by Lucille Maġaana Carter, an accomplished senior executive and attorney-in-training with more than 12 years of experience leading organizational strategy, operations, and shareholder development. Lucille has served in high-level roles including Senior Vice President of Regional & Shareholder Services and Vice President of Shareholder Development for a major Alaska Native Corporation, where she oversaw corporate strategy, workforce development, stakeholder engagement, and multi-million-dollar regional projects.

She combines board-level governance expertise with legal training as a Juris Doctor candidate, bringing a rare blend of executive leadership, corporate compliance, and legal insight. Her work spans industries including natural resources, infrastructure, education, and shareholder development, always grounded in advancing people-centered outcomes and long-term value creation.

Carter, a BSNC shareholder, earned a Master of Business Administration degree from Western Governor’s University, a Bachelor of Business Administration degree with a Minor in Alaska Native Business Management from the University of Alaska Anchorage and an Associate of Arts degree from the University of Alaska Anchorage. Carter was appointed by Governor Dunleavy to the State of Alaska Workforce Investment Board in 2021 and served one term. She spent her childhood in Teller and Nome before moving to Anchorage and is an enrolled member of the Native Village of Teller.
