🚨 Major DBE Rule Change Alert 🚨

The U.S. Department of Transportation has released a new Interim Final Rule that eliminates the long-standing presumption of disadvantage for women and minority business owners in the DBE and ACDBE programs.

This means every applicant—including currently certified firms—must now prove individual social and economic disadvantage.

✅ All DBEs and ACDBEs will be reevaluated.
❌ Race and gender are no longer automatic qualifiers.
⏸️ DBE goals may be paused while certifications are reviewed.
⚠️ Firms that can’t meet the new burden may lose certification.

The DOT is accepting comments on the rule until November 3, 2025.
