With 20+ years of community development experience, Plan F Solutions has developed and implemented over $80 million in programs and projects to increase commercial and residential investment. Friedman has over 20 years of community development experience working in low to moderate income communities primarily in the Northeast Ohio region. Friedman has developed and implemented programs to increase

commercial and residential investment in the mixed income, mixed race neighborhood of Collinwood located in Cleveland Ohio. Friedman led is the redevelopment of the Waterloo Business District from a 40% vacant urban commercial corridor into a regional arts and entertainment district with a 6% vacancy rate. Friedman raised over $9 million in public and philanthropic support to move this initiative forward. What is unique about this transformation is that this journey transformed the organization’s efforts from traditional community development activities into a focused data-driven creative placemaking effort drawing significant recognition from across the country. There were several components of this overall community revitalization strategy. Friedman led several residential redevelopment initiatives as well as launched an intergenerational charter school in an effort to retain the young artistic families that were attracted to the neighborhood’s rise. Friedman brings significant experiences in creative placemaking, nonprofit management, real estate development, arts and culture, urban education, as well as other key related sub areas to Plan F Solutions. With growing interest for Mr. Friedman’s assistance in various housing, arts and business development initiatives nationwide, he exited this nonprofit leadership role and launched Plan F Solutions. Friedman’s community development experience, Mr. Friedman was a Budget/Policy Analyst at the Legislative Budget Office for the State of Ohio General Assembly. Friedman is a graduate of both The College of Wooster and The Ohio State University.

We wanted to share a quick update about Plan F Solutions.

2025 brought some major shifts in the nonprofit funding landscape. In the spring, a federal contract was briefly called into question (and quickly resolved), but it effectively stalled new federal work. Then, the passage of the Big, Beautiful Bill in July led to significant cuts to many of the programs that support the organizations we serve.

Because of those changes, we’ve made the difficult decision to put Plan F Solutions into a period of hibernation starting in early 2026, while maintaining only a very small number of engagements.

We’re incredibly grateful for the clients, partners, and community members we’ve worked with over the years. This is a pause—not goodbye—and we hope to be back when conditions allow.

Moving forward, much of our work will continue through Nest Insurance Solutions, supporting nonprofits, small businesses, and individuals with health and life insurance benefits.

📣Announcement! Praxis has purchased our building! We deeply believe that we are more than a building- we are a CAMPUS! A campus that can continue to grow and serve as one of the west end anchors of the Waterloo Arts District and continue to be a community hub and international destination.
