Today I'm in Columbia, MO with the folks from MASN who invited me to attend their 2026 Policy And Advocacy Committee Retreat in advance of some policy meeting facilitation I'm doing for the Network in July. It was so wonderful to see so many familiar faces and meet new people, each and every one of them fiercely passionate about Afterschool and summer learning. Such an amazing day! Let's talk about Ohio Senate Bill 400, because I've got some pretty serious concerns.

Certain provisions in Senate Bill 400, which seeks to establish a "high-quality youth development program" designation, contains language that includes arbitrary eligibility requirements that would unfairly exclude hundreds of high-quality programs across our state.

Specifically, I am concerned with the requirement that a program must have a "history of having operated year-round programming for youth in grades kindergarten through twelve across multiple counties." These qualifying factors are not indicators of program quality; rather, they serve as barriers to entry for specialized and locally-focused organizations. I urge you to consider the following points:

- Breadth of Grade Levels is Not Quality: Many of Ohio’s most effective programs specialize in specific developmental stages—such as early literacy for elementary students or workforce readiness for high schoolers. Forcing a program to serve K-12 to be considered "high-quality" ignores the proven benefits of age-specific expertise.

- Summer and School-Year Specialization: High-quality Youth Development (YOD) occurs in many formats. Some of the most impactful programs in Ohio operate exclusively during the summer to prevent "summer slide," or exclusively during the school year to provide safe after-school environments. These programs should not be deemed "low-quality" simply because they do not operate 365 days a year.

- Local Impact vs. Multi-County Presence: Quality is found in the depth of community connection, not the number of counties served. Small, grassroots organizations that serve a single neighborhood or county often have the strongest relationships with families and the highest levels of trust—factors that the Afterschool Alliance identifies as critical for student success.

Data from the Ohio Afterschool Network (OAN) and the Afterschool Alliance consistently show that "quality" in out-of-school time (OST) is defined by evidence-based curriculum, staff-to-student ratios, and safety protocols—not by the size of the service area or the calendar year. According to the Afterschool Alliance’s This is Afterschool in Ohio factsheet, 87% of Ohio parents favor public funding for after-school and summer programs because they keep kids safe and inspire learning. By implementing the current restrictive language in SB 400, the state would effectively be "de-valuing" the very programs that the majority of Ohio parents rely on.

We ALL need to reach out to the Senate Education Committee and request that they amend SB 400 .
