It is measured by what we learned, improved, and delivered.

As we close August, I’m taking the lessons forward—not starting over.

September is an opportunity to raise the standard.

Reflect. Refocus. Execute.

🇻🇪 PETRÓLEO VENEZOLANO: ¿UNA NUEVA OPORTUNIDAD O UNA NUEVA DEPENDENCIA?

El anuncio del acuerdo petrolero entre Estados Unidos y Venezuela abre una discusión que va mucho más allá de los 65.000 millones de barriles mencionados por Donald Trump.

Según la información publicada hasta ahora, se plantea una estructura de asociación público-privada con participación mayoritaria estadounidense, derechos de desarrollo de largo plazo y una inversión privada cercana a US$100.000 millones. Pero hay un elemento fundamental: el texto jurídico completo del acuerdo todavía no ha sido divulgado, por lo que aún no es posible determinar con precisión su estructura contractual, alcance y mecanismos de protección jurídica.

⚖️ ¿Y qué ocurre con la legalidad?

La Constitución venezolana establece en su Artículo 150 que determinados contratos de interés público con Estados, entidades oficiales extranjeras o sociedades no domiciliadas en Venezuela requieren aprobación de la Asamblea Nacional. Además, los artículos 302 y 303 establecen la reserva estatal sobre la actividad petrolera y la participación del Estado en PDVSA, aunque contemplan determinadas estructuras empresariales y asociaciones.

Por eso, la pregunta no debería ser simplemente:

“¿Estados Unidos compró el petróleo venezolano?”

La pregunta correcta es:

¿Qué derechos fueron otorgados, mediante qué instrumento jurídico, por quién, con qué autorización constitucional y bajo qué jurisdicción?

Y existe otra pregunta todavía más importante:

🇻🇪 ¿Puede un acuerdo de esta magnitud comprometer a los futuros gobiernos de Venezuela?

Un cambio de gobierno no elimina automáticamente las obligaciones internacionales o contractuales asumidas por el Estado. Pero un futuro gobierno podría revisar o impugnar un acuerdo si considera que fue celebrado sin la competencia, autorización o procedimientos constitucionales correspondientes.

Por eso, la verdadera fortaleza jurídica del acuerdo dependerá del contrato definitivo, sus cláusulas, las autorizaciones utilizadas y los mecanismos de resolución de controversias. Incluso Reuters señala que la estructura jurídica y financiera todavía no está clara y que podrían existir desafíos constitucionales.



🌱 Y aquí vuelven a aparecer dos venezolanos que siguen teniendo mucho que decirnos

Arturo Uslar Pietri

En 1936, cuando Venezuela comenzaba a experimentar profundamente la transformación petrolera, Uslar Pietri planteó una idea que se convertiría en una de las grandes tesis económicas venezolanas:

“Sembrar el petróleo.”

Su planteamiento no era simplemente producir petróleo y gastar la renta.

Era convertir una riqueza agotable en riqueza permanente:

educación → infraestructura → agricultura → industria → tecnología → productividad → bienestar.

En otras palabras:

El petróleo debía financiar la construcción de una economía que pudiera sobrevivir al petróleo.

Juan Pablo Pérez Alfonzo

Décadas después, Pérez Alfonzo llevó la advertencia al extremo contrario.

Su famosa expresión sobre el petróleo como “el excremento del diablo” reflejaba su preocupación por la dependencia, el desperdicio de la renta y las consecuencias económicas y políticas de convertir el petróleo en el centro de la vida nacional.

Y aquí está la paradoja venezolana:

Uslar Pietri nos dijo qué hacer con el petróleo.
Pérez Alfonzo nos advirtió qué podía hacernos el petróleo.

Ambos, desde perspectivas diferentes, estaban hablando de lo mismo:

el verdadero problema nunca fue solamente cuánto petróleo tiene Venezuela, sino qué hace Venezuela con la riqueza que genera.



🎯 MI REFLEXIÓN

No considero que debamos analizar este acuerdo únicamente desde la óptica de Trump vs. Venezuela, ni desde una posición ideológica.

Debemos analizarlo desde cinco preguntas:

1️⃣ ¿Es jurídicamente sólido?
Que exista un acuerdo político no significa que conozcamos todavía toda su arquitectura legal.

2️⃣ ¿Es sostenible frente a un futuro gobierno democrático?
La continuidad del Estado importa, pero también la competencia constitucional con la que se haya celebrado cada contrato.

3️⃣ ¿Cuánto valor quedará realmente en Venezuela?
No basta con producir millones de barriles. Hay que medir inversión, empleos, impuestos, infraestructura, transferencia tecnológica y desarrollo nacional.

4️⃣ ¿Se está “sembrando” el petróleo?
Si la renta petrolera financia educación, infraestructura, industria, tecnología y diversificación económica, podemos estar frente a una oportunidad histórica.

5️⃣ ¿O simplemente estamos cambiando quién administra la renta?
Si Venezuela continúa dependiendo exclusivamente del petróleo, habremos cambiado los actores, pero no necesariamente la historia.



🇻🇪 Mi conclusión

El petróleo venezolano puede volver a ser una palanca extraordinaria para reconstruir el país.

Pero el petróleo por sí solo no reconstruye una nación.

Lo que reconstruye una nación es convertir sus recursos naturales en:

capital humano + instituciones + infraestructura + inversión + productividad + seguridad jurídica + oportunidades.

Uslar Pietri nos dejó una misión:

SEMBRAR EL PETRÓLEO.

Pérez Alfonzo nos dejó una advertencia:

NO DEJAR QUE EL PETRÓLEO NOS CONSUMA.

Y hoy Venezuela tiene nuevamente una oportunidad histórica de demostrar cuál de las dos enseñanzas decide escuchar.

El petróleo puede ser una maldición o una oportunidad.
La diferencia estará en las instituciones, en las decisiones y, sobre todo, en qué hagamos con la riqueza que genere.

August was not about one idea.

It was about connecting the elements that make transformation sustainable.

Momentum creates movement.

Alignment creates direction.

Accountability creates ownership.

Decisions create action.

Ex*****on creates results.

Results create credibility.

Purpose creates meaning.

Culture shapes behavior.

And leadership brings it all together.

The lesson is simple:

Transformation is not a single initiative.

It is the disciplined connection of strategy, people, leadership, ex*****on, and continuous improvement.

As August comes to an end, the work does not.
