The Federal Aviation Administration (FAA) now requires pilots, other flight crewmembers, and mechanics with foreign addresses to designate a U.S. Agent for Service under 14 CFR Part 3, Subpart C 3.301-3.303. This new requirement applies to 14 CFR parts:
• 47 - Aircraft Registration: N registered aircraft
• 61 – Certification: Pilots, Flight Instructors, and Ground Instructors
• 63 – Certification: Flight Crewmembers other than Pilots:
o Flight Engineers
o Flight Navigators
• 65 – Certification: Airmen other than Flight Crewmembers:
o Air-traffic control-tower operators
o Aircraft dispatchers
o Mechanics
o Repairman
o Parachute riggers)
• 67 – Medical Standards and Certification:
o First-Class Airman Medical Certificate
o Second-Class Airman Medical Certificate
o Third-Class Airman Medical Certificate
o Special Issuance of Medical Certificate
• 107 – Small Unmanned Aircraft Systems

To comply with the new regulation, any affected certificate holder must designate a “U.S. Agent for Service,” which is an agent authorized to receive official FAA correspondence on their behalf, including legal notices, emergency orders, and other critical documents. This ensures timely delivery and compliance with FAA requirements.
New applicants must designate a U.S. agent by April 2, 2025, to receive FAA certifications.
Existing FAA certificate holders are required to comply by July 7, 2025, to maintain their certifications.
