April is APR Month, a time to recognize the value of lifelong learning, strategic thinking and professional growth in public relations.

At McGowan Impact Consulting, the principles behind the Accreditation in Public Relations are deeply connected to how we approach our work: with research, planning, implementation, evaluation, ethics and a commitment to building trust.

For our founder, Heather McGowan, MA, APR, earning the APR was one of the most meaningful steps in her career. The process strengthened her approach to strategic communication and reinforced the importance of ethical, research-based public relations in service of students, schools and communities.

Just as meaningful has been the opportunity to support other school PR professionals through the California School Public Relations Association and National School Public Relations Association as they prepare for the APR process, reflect on their work and recognize the depth of strategy behind what they do every day.

To those considering APR: your experience matters. Your strategy matters. Your leadership matters. And the process is worth it.

To all APRs: thank you for continuing to elevate the profession and model what thoughtful, ethical and research-based communication can look like.

What happens when a school district cuts its communications position?

It usually is not just the loss of a newsletter, a few social media posts, or media support. It is often the loss of strategic leadership around trust, reputation, messaging, and community understanding.

In education, communications is still too often treated as a “nice to have” role rather than an essential function, especially during difficult budget decisions. But when districts are navigating uncertainty, staffing changes, crisis response, or major transitions, communication matters more, not less.

In this new article, Heather McGowan shares why communications should be viewed as part of leadership, and why districts pay a price when it becomes an afterthought.

McGowan Impact Consulting partners with education organizations to strengthen strategic communications, support change efforts, and build trust with the communities they serve.

Cutting a school district communications role does not cut a frill. It cuts leadership, trust, and strategy when districts need them most.

Communication strategies are not a sandwich.

At McGowan Impact Consulting, we often see leaders treat communication strategies like a custom order — removing the very elements that help build trust, strengthen relationships, and support better decision-making.

Two-way engagement.
Social media strategy.
Advisory groups.
Feedback loops.

These are not “extras.” They are often some of the most important parts of an effective strategy.

In our experience, the challenge is usually not the strategy itself, capacity, budget, or even understanding. More often, it is fear and discomfort — with criticism, difficult questions, vulnerability, and perceived loss of control.

The good news is that these challenges can be addressed through preparation, coaching, clear processes, and a shared commitment to transparency.

Heather McGowan explores this more in her latest article: Communication Strategies Are Not a Sandwich.

McGowan Impact Consulting's Founder and Principal Consultant Heather McGowan explores why communication strategies are not a sandwich order—and why trust, transparency, and meaningful engagement are essential to effective leadership communication.

We’re looking forward to presenting a Gold Mine session at the CalSPRA Conference:

Clarity, Compassion, Credibility: The School Closure & Consolidation Communications Triangle

When schools face closure or consolidation, communities deserve communication that is clear, human, and trustworthy—especially when emotions are high and information is evolving. This short, practical session includes a simple framework and take-home tools to help communicators support leaders, staff, and families with care.

If you’ll be at the conference, we’d love to connect!

This resonates. In education and community work, we often want narratives to shift after a single meeting, a single message, or a single hard season. But dominant narratives about schools, students, families, and what “change” means are deeply embedded and reinforced over time by lived experience, media, and policy.

That’s why we view narrative change as a long-term strategy, not a quick win: shared definitions, clear framing, consistent messaging, and sustained effort. Progress can be hard to measure in the moment, but it’s real and it’s cumulative. Sometimes it looks like better questions, more trust in the process, fewer assumptions, and more people staying engaged even when the topic is complex.

Durable change is built through clarity, consistency, and staying power.

Crisis communications isn’t about having the perfect message—it’s about having clear systems, steady leadership, and values-driven decision-making.

My work with Sonora Union High School District included both strategic communications and support during complex, high-stakes situations—helping leadership communicate with clarity and care when it mattered most.

A shared commitment can anchor a district through change—when it’s built with intention.

This case study explores how Center Joint Unified School District developed The Center Commitment as a framework to align culture, leadership, and decision-making across the district.

This was such an enjoyable project to partner on with Superintendent Scott Loehr and his team at Center Joint Unified School District.

Over the past year, McGowan Impact Consulting took a thoughtful look at how we describe our work—how we partner with school districts, foundations, and education leaders, and how we support them through complexity and change.

Earlier this year, we updated our website and refined our service offerings. Not because the work itself changed, but because the language finally reflects the heart of how we work: helping school systems move from complexity to clarity through a consistent, best-practices-based process grounded in research, planning, implementation, and evaluation, shaped by deep, long-term partnerships with K–12 communities.

This update represents an important moment of alignment—between experience, values, and the work ahead.

We invite you to explore the updated site and learn more about our approach to strategic communications and education consulting:

Strategic communications and education consulting supporting school districts through clarity, change, and community trust.

When I first started my consulting business—then Sounding Board Marketing & Communications—16 years ago, I sent clients very corporate-looking holiday cards. I did everything I could to hide the fact that I was a mom of young kids, running a microbusiness from home. I was still figuring out how to be comfortable in my own skin.

A few years later, I realized something important: being a mom of three children in three different schools was an asset to my school district clients. And if I wanted to live life fully, I needed to live it authentically. From there, my relationships with clients—and my business—really took off.

About five years ago, I started sending our family holiday card to clients. I no longer felt I had anything to hide, because my family naturally became part of our conversations—and so did yours. I’ve learned so much about what matters most to the leaders I work with, what motivates them, and what they’re carrying, because our relationships are real. In this work—especially alongside superintendents and school leaders—trust matters. Sometimes I’m meeting leaders in very vulnerable places, and encouraging them to dig deep through marathon-like challenges.

And when clients hire me to help navigate crises, school closures, enrollment marketing campaigns, and more, you’re also supporting my ability to send my children to college, cheer on my son in baseball and my daughter in golf, and help our family thrive. Supporting a microbusiness owner isn’t just transactional—it’s relational, and it’s personal.

To all of my clients, past and present: thank you for your partnership over the years, and for trusting me with some of your organization’s most delicate moments.

Wishing you a joyful holiday season—and here’s to a 2026 filled with purpose, partnership, and impact.

💡 Big moves, bigger impact.

This week at McGowan Impact Consulting, we’re kicking off two new partnerships designed to expand our reach and deliver meaningful results for the communities we serve.

In one, we’re partnering with a forward-thinking education organization to strengthen strategic communications, streamline processes, and deepen connections with students, families, and the community.

In another, we’re teaming up with a creative, mission-driven business to sharpen strategic alignment, keep projects moving seamlessly, and bring bold visions to life — on time and with measurable results.

These exciting collaborations build on our ongoing work with a local education foundation, where we’re supporting board development, strategic planning, and community engagement to broaden their reach and strengthen their impact.

At the heart of it all is what we do best — aligning strategy with action, building systems that work, and driving measurable outcomes.
