As someone who assists individuals seeking to restore their fi****ms rights, I wanted to make everyone aware of the Department of Justice's proposed interim rule that would create a viable pathway for individuals convicted of non-violent/non-domestic violence related offenses to have their rights to be restored without having to receive executive clemency. Members of the general public are encouraged to offer public comments on the rule from today until 6/18/25. As you may know, the vast majority of Pennsylvanians possessing criminal convictions are not eligible for expungement, they must first receive a pardon from the Governor. However, one of the most common questions that I receive about pardons is "when am I eligible to apply" or "am I a suitable candidate?"

In an effort to provide those possessing criminal convictions with more guidance and insight, our firm created a Pardon Suitability Rubric (found below).
