SVMI has reopened, temporary airspace restrictions have been lifted, but U.S. sanctions and security advisories remain in effect. Peak-season congestion is also impacting several Caribbean airports.

Flying into Mexico with pets on board? 🐾🇲🇽 Don’t let paperwork slow you down.

Mexico’s SAGARPA / SENASICA requirements apply to both Part 91 and Part 135 arrivals and include mandatory pet inspections on entry.

Key things operators should know:
• Original health certificate (valid 15 days) required
• Rabies vaccination and parasite treatment documentation must be current
• Pets are inspected on arrival — missing paperwork can cause 1–2 hour delays
• No inspection or documentation required for departures from Mexico

Planning missions to Japan over the holidays? The country enters its annual New Year shutdown Dec 27–Jan 4, and operators should expect slower processing and reduced access to services.

CAA offices, many businesses, and banks will be closed or limited. Fuel and airport operations continue but may run with reduced staffing, so crews staying in Japan should plan ahead.

At Chubu (RJGG), GA parking demand will be high. Capacity is expanding to 17 positions, but most will require towing, with only 1–2 self-taxi spots available. Early requests are essential.

Japan’s year-end holidays run December 27–January 4, with most government and business offices closed. CAA permit processing may slow, and Universal Aviation Japan reports limited GA parking availability at Chubu (RJGG) during the New Year rush.

Heads up, operators — Winter 2025/26 has made Tokyo Haneda (RJTT) one of the toughest airports in Asia to access. With commercial traffic surging past pre-COVID levels, daytime slots are nearly maxed out, and JCAB’s monthly allocation cycle leaves little room for late or last-minute requests.

While the federal government shutdown appears to be ending, operations remain restricted at 12 major U.S. hubs (ORD, DFW, DEN, BOS, IAH, ATL, JFK, LAX, EWR, PHX, DCA, SEA).

Part 91 and on-demand Part 135 flights are still banned via NOTAMs, unless they qualify as:
✔️Based aircraft
✔️Emergency flights
✔️Public-service flights
(These may operate without ATCSCC approval.)

❗Significant spillover is expected at satellite airports following airline schedule reductions at 40 airports due to ATC staffing shortages. The FAA has not yet lifted any traffic restrictions, and all NOTAMs remain active until further notice.

The FAA has clarified that “based aircraft” must meet all of the following:
✔️Stored at a specific airport under agreement
✔️Spend more than 6 months annually at that airport
✔️Operational
✔️Airworthy

With facilities running six-day weeks and extended shifts, expect delays, tight traffic flows and a gradual unwinding of restrictions.
