The carrier's scope doesn't cover the actual work. Line items are missing. The homeowner is caught between what was paid and what the job actually costs.

That gap can mean different things — an incomplete scope, coverage that applies but wasn't captured, a sublimit, an exclusion, or a combination. You can't tell without expertise in the carrier's estimating software and the ability to read the policy against the file.
