California Consulting Announces the CalRecycle Rubberized Pavement Grant Program (FY2026-27)

Available Funding: $6,371,315 statewide for Fiscal Year 2026–27.

Maximum Grant Awards:
$375,000 – Individual Grant Awards
$525,000 – Regional Grant Awards
$750,000 – Tribal Entity Grant Awards

Match Requirement: No match requirement.

Eligible Applicants:
Local governments (cities, counties, and cities and counties)
Other local governmental agencies, including regional park districts, special districts, and eligible Joint Powers Authorities (JPAs)
Qualifying Tribal Entities
State agencies (limited to eligible Class I bikeways, greenways, and disability access projects at parks)

Program Summary
CalRecycle's Rubberized Pavement Grant Program is designed to expand the use of recycled tire products by supporting projects that incorporate rubberized pavement made from California-generated waste tires. The program helps divert waste tires from landfills, reduce illegal tire dumping, and strengthen markets for recycled-content tire products.

Funding is intended to encourage first-time or limited users of rubberized pavement through two eligible project types:

Rubberized Asphalt Concrete (RAC) Hot-Mix Rubberized Chip Seal (RCS)

Eligible projects improve transportation infrastructure while advancing California's sustainability and waste diversion goals. Grant awards are anticipated to be announced during CalRecycle's December 2026 Public Meeting.

Congratulations to the City of Carson on receiving $219,417 through the Cal OES State and Local Cybersecurity Grant Program (SLCGP)!

The funding will help the City address urgent cybersecurity risks and strengthen its information systems. Key improvements include scaling up its Managed Detection & Response (MDR) system and providing training for Carson’s IT team to build the knowledge and expertise needed to effectively utilize these cybersecurity tools.

In Remembrance of Bishop Dwight Earl Williams
It is with profound sadness that California Consulting mourns the passing of Bishop Dwight Earl Williams, who passed away on August 17, 2026.

Bishop Williams was much more than a colleague. He was a minister, community leader, public servant, mentor, and advocate for the communities he cared so deeply about.

Born and raised in Stockton, California, Bishop Williams dedicated his life to serving others. He was ordained as a minister at just 19 years old and went on to build a remarkable career rooted in faith, service, and community leadership. His work included serving as a pastor, community development director, and public relations professional, as well as serving on numerous boards and commissions.

His commitment to the Central Valley was evident throughout his career. He was recognized by the San Joaquin County Board of Supervisors with a Religious Freedom Day Proclamation and was elected Chairman of the San Joaquin County Commission on Aging.

At California Consulting, Bishop Williams brought that same commitment to service to the communities we work with. As a Senior Associate, he built relationships, connected with community leaders, and helped organizations pursue opportunities that could strengthen their communities.

His faith, leadership, wisdom, and dedication made a lasting impact on our team and on the many people whose lives he touched.

We extend our deepest sympathies to his family, friends, colleagues, and community.
