FMCSA will eliminate the practice of allowing non-motor carrier registrants to obtain registrant-only USDOT numbers. Approximately 40 of the state jurisdictions that are PRISM members will be affected by this change. PRISM states will need to modify their forms, instruction manuals, computer systems’ validation and safety edits, renewal application and MCS–150 edits and procedures.

On August 16, 2010, FMCSA will post the Data Preview Website by providing carriers with an assessment of where they stand in each BASIC based on roadside data and investigations. The BASIC will replace SafeStat’s Safety Evaluation Areas in December. This review will give motor carriers a chance to address their safety compliance issues immediately.

Senate Commerce Committee Approves Bill Offering States Incentives to Ban TextingThe Senate Commerce Committee also has approved a bill, S. 1938, that would make federal grants available to states that enact laws prohibiting texting and/or other use of handheld cell phones. In the meantime, CVSA has filed comments (attached) on a proposal by FMCSA to prohibit texting in commercial motor vehicles.

The Commercial Vehicle Safety Alliance (CVSA) is encouraging all jurisdictions throughout North America to begin enforcement of the Unified Carrier Registration (UCR) for the 2010 registration year to begin effective July 15, 2010. All motor carriers (for-hire, private and exempt) – as well as brokers, freight forwarders, and leasing companies operating in interstate or international commerce are subject to the UCR.

Are the OOS violations on your Safe Stat scores accurate? It is not uncommon for violations to be written as OOS when they acutally are not. Contact CSM for a Safe Stat review of possible errors on your scores. Removing inaccurate information can prevent an audit.

It's DOT Roadside inspection season! Make sure your drivers are performing a proper Pre-trip inspection. Your company retains roadside inspections for 1 year. Document repairs for an OOS violations.

The FMCSA has implemented stringent credit card and transaction verification procedure. Credit card transactions now require verification of the card number, expiration, security code, billing address, phone number. To update your Operating Authority electronically, you will need a PIN #. A separate PIN is required to update your USDOT Number electronically. http://www.fmcsa.dot.gov

FMCSA grants a limited 90-day waiver from the Federal hours-of-service (HOS) regulations for the transportation of anhydrous ammonia from any distribution point to a local farm retailer or to the ultimate consumer, and from a local farm retailer to the ultimate consumer, as long as the transportation takes place within a 100 air-mile radius of the retail or wholesale distribution point.

Full implementation of the CSA 2010 program, originally expected to start in July, is likely to be delayed until 2011. Some parts of CSA 2010 will begin as planned but full implementation will not start until early to mid 2011. FMCSA said the agency will not delay the launch of CSA 2010 until next year and that the agency will issue a Federal Register notice addressing the implementation timeline in the near future.
