Is the MPS referendum a one-time funding request? No. This referendum would permanently raise the MPS levy limit by $252 million annually when fully phased in.

This increase will be funded, in large part, through property tax hikes.

Zolper Properties warns tenants of potential rent increases if the MPS referendum passes today.

"Property owners alone cannot simply absorb a tax increase of this size," Zolper wrote. "The unfortunate reality is that the tax hike, in large part, would be passed down to renters city-wide in the form of higher monthly rents."

At last week’s town hall to discuss the $252 million MPS referendum, Aisha Carr (one of the district's nine board members) voiced her concerns about the district's framing of its financial position.

She pointed to the district's approximate 4,060 budgeted teacher positions compared to current enrollment of about 68,000, which is a nearly 15-to-1 ratio. In her view, that has led to overdone staffing at some of its low-enrollment schools.

"When you're talking about tracking the dollars, that in and of itself shows it's not necessarily a funding issue that we have," Carr said. "It's gross mismanagement." Watch coverage: https://bit.ly/3xqWyHX

Does the ballot question indicate the referendum will be funded through property taxes?

No. The ballot question neglects to mention a 26 percent increase in residents’ property taxes. It simply asks voters for permission to raise the district levy limits incrementally through the 2027-28 school year and then permanently after that.

📢 According to a recent MMAC poll, a whopping 90% of local property managers have indicated that if the referendum passes, they'll be "passing on costs" associated with tax increases directly to tenants.

“No one is immune from increased housing costs should this massive tax increase pass,” MMAC President Dale Kooyenga states. “Area landlords have spoken loud and clear. Rents will spike if this measure is approved.”

In a public letter, members of Greater Milwaukee Committee (GMC), a 76-year-old civic organization comprised of some of the city’s most notable nonprofit, community, and business leaders, said a “lack of transparency” surrounding the referendum left the committee unable to support it.

“Without a clear roadmap toward progress in achievement, the process outlined over the last few months appears to be an endorsement of the status quo, something the community should not find acceptable.”
