Compliance Won't Get Us There.

We've been thinking a lot about climate commitments and carbon neutrality while traveling in Iceland and Europe.

One thing stands out:

Many countries, cities, and regions have made ambitious commitments to become carbon neutral, but the closer they get to those goals, the harder progress becomes.

Why?

Because most of our efforts focus on improving the existing system rather than redesigning it.

Compliance encourages incremental improvement—being a little less harmful every year. That's important, but it may not be enough to achieve the outcomes we want.

Different economies face different realities. A country built around raw materials, for example, faces challenges that look very different from one built around high-value industries and services.

In my experience, the solution isn't simply spending more money or creating more regulations.

It's about taking a bigger perspective.

When we understand energy, water, materials, infrastructure, and economic development as parts of the same system, entirely new opportunities emerge.

The future won't be built by endlessly patching outdated systems.

It will be built by designing systems that naturally produce the outcomes we want.

A Thought from Iceland: The Risk of Compliance

Standing here in Iceland—one of the world's most energy-independent economies—I’ve been reflecting on something I hear often from companies, governments, and industry leaders:

"We are compliant."

But is compliance actually enough?

One of the biggest risks organizations face today is what I call the risk of compliance.

When compliance becomes the goal, we often end up checking boxes rather than achieving outcomes.

Regulatory compliance typically asks us to become a little less bad today than we were yesterday, and a little less bad tomorrow than we are today. Yet somehow we expect this incremental approach to deliver the transformative outcomes we seek—whether
those are climate goals, social outcomes, resource security, resilience, or long-term competitiveness.

The challenge is that markets, customers, investors, and communities are increasingly demanding something more.

Many organizations find themselves in a difficult position:

- They believe they are compliant.

- The market signals that it is not enough.

- The path forward is unclear.

- The systems they operate within were designed for a different era.

As a result, we often spend our energy patching an expired system rather than building the one we need for the century we are already living in.

This is particularly visible across Europe, where compliance fatigue is real. Organizations are struggling under growing reporting obligations, yet many still wonder whether all this effort is actually moving them closer to the outcomes that matter.

The good news?

The solution is often not about working harder or changing everything we do.

It's about changing the lens through which we see our work.

The organizations that thrive in the coming decades will not be those that simply meet compliance requirements. They will be those that use compliance as a starting point—then focus on creating measurable value, resilience, competitiveness, and positive outcomes.

Compliance is necessary. But compliance is not the destination.

What happens when industry, government, and science stop patching problems—and start designing systems?

In our work with 3M Europe, we joined a dedicated team navigating the evolving demands of science, regulation, and impact. Defining success as a move from reactive fixes to future-ready systems.

Together we built a framework and a roadmap that the 3M team was able leverage to engage government regulators to redefine the authority, role and responsibility between industry and government.

The framework that was adopted served the regional industrial communities at scale, empowering the region to progress towards a net zero, economically competitive design.
