Our vision is a prepared and safe community in East Harlem. Founded in 2015, the East Harlem COAD is a neighborhood-based emergency management coordinating organization. Its members represent community- and faith- based organiz

ations, health services, nonprofits, and small businesses. We identify the specific needs of East Harlem residents, and coordinate existing local resources to address them, both before and during disasters and public health emergencies.

Flooding is one of NYC’s most dangerous weather threats.
Heavy rain can be deadly, especially in basement homes.

Make a Plan
* If you live in a basement apartment, move to higher ground during heavy rain.
Do not wait until water enters your unit.
* Find more than one safe exit. Keep exits clear.
* Make an escape plan, and practice it with everyone in your household.

Gather Supplies
* Pack a Go Bag of valuables and essentials, in case you need to leave quickly.
* Keep important documents & electronics in waterproof bags.
* Install a water sensor or flood alarm.
* Keep a battery-operated AM/FM radio for weather alerts during a power outage.

Stay Informed
* Text NOTIFYNYC to 692-692 to sign up for free emergency alerts.

When It Floods
* Watch weather alerts closely. Keep your phone volume up overnight if
heavy rain is expected.
* Move to a safe space on higher ground.
* Never travel through flooded areas.

Warming Centers are available for anyone seeking relief from the cold. For the latest locations and hours contact 311 or visit: on.nyc.gov/warmingcenters

Extreme cold is deadly. Every New Yorker deserves to be safe and warm. If you see New Yorkers vulnerable to cold, call 311 for immediate help. You can also direct them to a warming center. When operating, buses or vans may be stationed near major hospitals and Drop-In-Centers.

When warming centers are open, simply board the bus at any listed location. Outreach staff can connect you to additional resources if needed.

NYC Emergency Management has issued a Hazardous Travel Advisory for 1/25 and 1/26 in expectation of a winter storm.

The winter storm will create dangerous travel conditions. Avoid unnecessary travel. If you must travel, exercise caution when driving, walking, or biking, and use mass transit if possible. Allow for additional travel time as roads may be slippery and visibilities may be low.

The Department of Sanitation snow alert will be in effect beginning at 1:00 AM on 1/25.
