Evaluating a 5-year, 5-country program is a lot.
Evaluating one that spans the Pacific Islands and Southeast Asia - with data collection in Laos, Papua New Guinea, Solomon Islands, Timor-Leste, and Vanuatu - adds layers of logistics, language, and cultural nuance that no generic framework can handle.
That's exactly what we did for World Vision New Zealand's WOVEN Programme.
We led a rigorous, mixed-methods endline evaluation: tailored data collection tools translated into local languages, administered by highly qualified in-country leads. The final report balanced quantitative trend data with community voices to satisfy a donor requirement AND give a clear, honest picture of what changed and why.
We also flagged which of the 57 program indicators weren't pulling their weight and gave concrete guidance on how to streamline M&E for Phase 2. Because more indicators ≠ better evidence.
The findings are already shaping the next phase of program design. That's what good evaluation should do.
