Adam Clausen was sentenced to 213 years in federal prison.

When he earned his way home, he faced three years of federal supervision. During that time, Adam continued making progress, developing a record of community service and maintaining his employment, all while abiding by the conditions of his federal supervision. Despite his hard work, when he applied for early termination halfway into this term, he was denied.

He was one of 110,000 people living under a supervised release system that was meant to support reentry, but instead punishes people trying to rebuild.

The Safer Supervision Act would remove the roadblocks that hold people back, and give those who’ve earned a second chance an opportunity to rebuild their lives.

Tanaine Jenkins came home from prison facing five years of probation. Operation New Hope, a Florida organization that helps people rebuild their lives after incarceration, helped her find her first job after her release. “That was the start of my second chance.”

But frequent check-ins and other probation requirements made the transition even harder, often interfering with work.

Today, Tanaine is REFORM’s Florida organizer, helping people navigate supervision and increasing their awareness of , a law we helped pass that lets people earn time off their probation term through education and employment.

REFORM is leading the effort to pass the federal Safer Supervision Act so people rebuilding their lives and contributing to their communities have a real path off federal supervision.

Corey Glenn knows firsthand what that opportunity can mean. After returning home from federal prison, he used his own reentry experience to build a program helping kids, but his supervision status kept blocking the funding he needed to scale his work.

So Corey went back to the same judge who sentenced him eleven years prior and asked for early termination.

Getting off supervision gave Corey the freedom to grow his program and do more for his community. The Safer Supervision Act would give that same opportunity to thousands of hardworking men and women across the country, proving they deserve a real second chance.

Judge Noel Hillman sentenced Corey Glenn to federal prison. Eleven years later, he was the one who granted Corey's early termination from supervision.

Corey now runs reentry services for the Salem County Sheriff's Office, helping others overcome the challenges he once faced.

Right now, there are over 110,000 people on federal supervision, and the system treats almost all of them the same way, regardless of risk or how far they've come. Probation officers are stretched thin by overburdened caseloads, which means the people who actually need close supervision often don't get it. And people like Corey, who've clearly turned things around, stay tied to the system for longer than necessary.

The Safer Supervision Act (SSA) would fix that. It would require judges to set supervision terms and conditions based on the individual in front of them and open up real pathways to early termination for people who've earned it. SSA is backed by a number of groups across the political spectrum, including law enforcement groups and defense advocates, demonstrating how necessary it is.

What happens when the exception becomes the rule? Ask the 110,000 Americans currently on federal supervision.

When it was created, federal supervision was meant to be a targeted tool focused on helping people reintegrate into their communities.

40 years later? The number of people on federal supervision has grown by roughly 200%.
That's not targeted intervention. That's a system that stretches supervision officers past their limits and makes individualized support nearly impossible.

Supervision should be a bridge to stability. It's time to bring the system back to what it was intended to do.

There are 3.5 million people on probation or parole right now.

New research from the Prison Policy Initiative shines a light on the largest segment of our criminal justice system, analyzing 45 years of state-level supervision data.

There has been real progress. Since 2009, the national supervision rate has fallen by nearly a third, with reductions across most states. But Southern states still have the highest supervision rates in the country, with states like Arkansas and Mississippi moving in the wrong direction.

REFORM is fighting to change that. We're pushing for laws that reward progress, remove unnecessary barriers, and help people who are succeeding earn their way off supervision.
