What happens when the exception becomes the rule? Ask the 110,000 Americans currently on federal supervision.

When it was created, federal supervision was meant to be a targeted tool focused on helping people reintegrate into their communities.

40 years later? The number of people on federal supervision has grown by roughly 200%.
That's not targeted intervention. That's a system that stretches supervision officers past their limits and makes individualized support nearly impossible.

Supervision should be a bridge to stability. It's time to bring the system back to what it was intended to do.

There are 3.5 million people on probation or parole right now.

New research from the Prison Policy Initiative shines a light on the largest segment of our criminal justice system, analyzing 45 years of state-level supervision data.

There has been real progress. Since 2009, the national supervision rate has fallen by nearly a third, with reductions across most states. But Southern states still have the highest supervision rates in the country, with states like Arkansas and Mississippi moving in the wrong direction.

REFORM is fighting to change that. We're pushing for laws that reward progress, remove unnecessary barriers, and help people who are succeeding earn their way off supervision.

Real change often starts with unlikely partnerships finding common ground.

A governor. A rapper. People with lived experience. Advocates. Policymakers.

After years of organizing, testimony, and relentless advocacy, Meek Mill, Governor Josh Shapiro, REFORM, the Pennsylvania Safety Coalition, and countless advocates came together to turn one person's experience with endless probation into lasting policy change.

The result was Act 44, a landmark law that's creating a fairer, more individualized supervision system and giving tens of thousands of Pennsylvanians a real opportunity to move forward.

As REFORM CEO Jessica Jackson explains, "Act 44 created a more proportionate approach to technical violations, the same kind of noncriminal missteps that repeatedly sent Meek back to prison and derailed the progress of too many others."

Eleven years after sentencing Corey Glenn to prison, Judge Noel Hillman granted him early termination from federal supervision.

When Corey was originally sentenced, he made a promise to himself and Judge Hillman. After his release, he kept his promise. He rebuilt his life, gave back to his community, and became a leader helping others successfully reenter society. Today, he's the Program Director of Reentry Services under the Sheriff in Salem County Correctional Facility.

When Judge Hillman ended Corey’s supervision, he understood that it was no longer serving Corey. Supervision wasn’t making the community safer or benefiting Corey; it was preventing him from fully giving back to his community. That’s exactly why the Safer Supervision Act matters. This legislation ensures people who have demonstrated rehabilitation can finally move forward with their lives.

Meek Mill turned his own probation nightmare into a movement to transform the system.

In his new “Nightmares to Dreams” music video, Governor Josh Shapiro pulled up to honor the partnership they built fighting for probation reforms in Pennsylvania.

It took five years, hundreds of advocates, and a coalition spanning the political spectrum. In December 2023, Governor Shapiro signed Act 44 into law as Meek spoke through tears about what the moment meant for people trapped in the system.

Today, thousands of Pennsylvanians have a clearer path off probation and are moving forward with their lives.

From nightmares to dreams. This is what reform looks like.
