Born a Phoenix native January 21, 1951, Norm was inspired by earth day in 1970 to pursue a career in Environmental, Health and Safety, and earned a B.S., Biology, M.A., Geography and Land Use at Arizona State University. He Founded N. Weiss Associates in 1996.

Norman Weiss had over 45 years of professional experience. For over 12 years, he worked as an environmental regulator with the Arizona Department of Environmental Quality (ADEQ) and its predecessor agency, the Arizona Department of Health Services (ADHS).

Norm held the position of Assistant Agency Director at ADEQ where he managed the Waste Programs Division. In this capacity, he directed statewide programs for solid waste, hazardous waste, emergency response, and toxic waste cleanup.

Norm also previously served as an Assistant Agency Director at ADEQ responsible for managing the Office of Planning and Program Development. This included responsibilities for rule development, agency program planning, support in legislative liaison activities, and coordination of EPA delegation programs.
Prior to opening his own practice, N. Weiss Associates, Norm served as a Managing Senior for two national environmental consulting firms. His primary area of responsibility was regulatory compliance.

In 1996, Norm opened N. Weiss Associates, Inc. and the firm has been providing EHS compliance services to several clients. Most of the client base is repeat business from Fortune 100 companies.

About Norm’s Founding Firm:

Norm was President of N. Weiss Associates, Inc. an environmental consulting firm that specializes in environmental compliance services. He and his company have provided compliance services to many clients including government agencies, law firms, Fortune 100 companies and small businesses. In addition to his management and mentoring responsibilities, Norm provides client services associated with environmental compliance audits, training, EHS applicability determinations, and EHS management systems.

Norm is a seminar trainer at Arizona State University, Ira Fulton Schools of Engineering and provides similar training services to other providers. He provides EHS training to approximately 800 people each year.

Norm was a member of several professional organizations and held a dozen professional certifications, Registrations and Honors.

Personal Interests:

Norm was a tremendous music fan, particularly of jazz and jazz fusion, as well as other genres. Norm went to so many shows throughout the year, he kept an Excell sheet to keep track of who, when and where they were occurring.

Norm loved trying new restaurants and with postings of 3,637 photos and 768 reviews, he achieved “Elite Status” in Yelp.
He loved the outdoors, especially fishing, whether at a local fishing spot in the valley or going up to the Forrest Lakes area of the Moggolon Rim.

Norm collected Native American and other Southwest art.

Norm Weiss was a kind, generous, thoughtful caring man.

Most of all, Norm loved taking care of those close to him and spending time with his two sons.

In lieu of flowers, the family has requested that memorial gifts be made to the Musical Instrument Museum. For those who would like to share a card or written memory, they may be mailed to PO Box 71790, Phoenix, AZ 85050.

In recognition of Norm’s meaningful contributions to our community, we also invite you to join us for a brief moment of remembrance at the EPAZ Luncheon on June 8, 2026.
