SCAM IN CONSTITUENCY PROJECT

The Independent Corrupt Practices and other related offences Commission (ICPC),has uncovered and retrieved over N900billion diverted constituency project funds siphoned by federal lawmakers in 12 states.

Its Commissioner in Kano, Mr Zayyanu Danmusa, revealed on Sunday in Kano, while unveiling members of an anti-corruption group drawn from the 44 Local Government Areas of the state,in collaboration with Community for Peace and Corrupt Free Society, Nigeria(CPCFS).

He explained that most of the lawmakers connived with contractors and supervisory federal agencies to siphon funds budgeted for constituency projects meant to enhance the development of their respective communities.

According to him, the fight against corruption should not be left alone for ICPC and EFCC.

The fight, he said, is a collective responsibility of Nigerians to expose as well as provide useful information on the activities corrupt practices.

Danmusa said the Commission is in collaboration with different civil society organisations for sensitisation, monitoring and prevention of the need of public to shun corruption.

A board member of the Independent Corrupt Practices Commission (ICPC) Hon. Dauda Yahaya Umar, who also chaired the Commission’s Constituency projects tracking committee, called on Nigerians to disown, shun and stop celebrating corrupt politicians and public office holders.

Umar regretted that the activities of corrupt leaders have continued to retrogress national development.

Kwara Gov pays N60m counterpart fund for community projects

Kwara State Governor AbdulRahman AbdulRazaq has approved N60m counterpart funds to key into the World Bank-funded Community and Social Development Projects (CSDP) that would help attract development to rural areas.

The payment, which is a requirement for any state to be considered for the initiative, would enable the Kwara State Community and Social Development Agency (KWCDA) access over N1bn to implement micro-projects in various communities that express interest and pay 10% of whatever project to be sited there.

Each community can benefit up to N10m project in the areas of health, education, water supply, environment, infrastructure, and gender/vulnerable group project empowerment, according to a statement on Sunday by the Permanent Secretary Ministry of Planning and Economic Development AbdulAzeez Tayo Oyelowo.

“In addition, vulnerable and physically challenged are to benefit from micro-projects to be implemented through access to funds. This will help through skills acquisitions and support with tools for operation,” the statement added.

The CSDP is different from the multi billion naira Rural Access and Agricultural Marketing Project (RAAMP) for which the Governor had paid the first tranche of N200m counterpart fund earlier in his administration. Under RAAMP, several rural roads would be constructed to facilitate access to agricultural produce.

The state government, meanwhile, has reopened the Moro-Bailey Bridge for traffic following prompt rehabilitation of the bridge by the Kwara State Road Maintenance Agency (KWARMA).

The agency has also commenced rehabilitation works on the damaged portions of Ilorin-Ogbomosho old federal road at Otte to ease free flow of traffic in the area.

“When we closed the border, my fear was that our revenue was going to drop. To be honest, our revenue kept increasing.

“There was a day in September that we collected N9.2 billion in one day. It has never happened before.

“This is after the closure of the border and since then, we have maintained an average of about N4.7 billion to N5.8 billion on a daily basis which is far more than we used to collect.

“What we have discovered is that most of those cargoes that used to go to Benin (Republic) and are then smuggled into Nigeria (now come to us).

“Now that we have closed the border they are forced to bring their goods to either Apapa or Tin Can Island and we have to collect duty on them.

“If that (border closure) would continue, to us, it is a welcome situation. Our revenue has not reduced. As a matter of fact, it is increasing as a result of the closure of the border.

“About 10.2million litres of fuel have now been cut down from what we assume, we have been consuming. “

Tackling Gov AbdulRazaq: An avoidable political war.

---- Tajudeen Folaranmi Aro.

Democracy is basically about freedom. But freedom to contrive a crisis , which some disgruntled groups often use others for , cannot be said to be democratic. If anything, it reveals a criminal bent in those involved to the extent that through their involvement , they have become the enemies of the people.
If not, what justification does any group or political actors have to mobilise hirelings or political hawks against Governor AbdulRazaq?
It is too soon for us to start breeding another set of dictators who would subject the citizens of Kwara State to the dictatorial whim of another god father.
Having stayed so long under the tyrannical and corrupt rule of the failed political dynasty in Kwara State, the popular expectations was that of liberation and rapid political consolidation.
It must be said that every caution must be taken to avoid any distraction that would derail the developmental initiative of the government of Kwara state.
Those planting the seeds of discord in the state are agents of destabilization and are stoking this cisis for selfish reasons. The resultant effects of this unholy acts often shake the very existence of a group closely knitted like ours as evidenced before the last general election which ushered in new breed of politicians in kwara state.
Whether we like it or not, we have freely given AbdulRazaq our mandate in return for good governance. What should be our concern is how we are going to enjoy good roads, qualitative and possibly free education, affordable health care delivery, basic infrastructural development and many dividends of good governance.
Targeting 2023 election at this very moment is not only selfish but quite unreasonable.
The political party is supreme. Yes, but under the leadership of the governor, who himself doubles as a very big stakeholder in the party. He is by implication the financier of the party and dictates the tune of the party democratically. Any attempt to reduce his power over the party is an attempt to return us to the dark days of political enslavement.
Politicians who consider little, if anything of the interest of Kwarans should not ignite combustible materials through myopic conducts that is inherent in dictators.

Aro is the Publicity Secretary of the APC in Kwara State.
