When I go on consulting assignment I generally find some companies whose philosophy is Design to Meet and not Design to Comply. This means passing by 0.1 dB is adequate to fire up production at low cost for maximum revenue. Design to Comply means the device is designed to meet not only regulatory requirements with margin but exceed test specifications to ensure quality exist for the life of the product should something go wrong or technology changes.
