Because this is something every aspiring government vendor needs to understand:

For example, South Carolina procurement law permits cancellation of a solicitation when appropriate, and Georgia procurement policy likewise recognizes circumstances in which a solicitation may be canceled. North Carolina procurement documents also reserve rejection and cancellation rights depending on the procurement and governing terms.

For federal procurements, the FAR recognizes several circumstances in which the Government may cancel a solicitation or reject offers before award.
And yesโit can be frustrating.
A small business (and its consultant) may have spent many hours analyzing the requirement, developing pricing, coordinating teaming partners, gathering documentation and preparing a compliant response.
But cancellation does ๐ป๐ผ๐ automatically mean something went wrong with your company or your proposal.
๐๐ฒ๐ฟ๐ฒโ๐ ๐๐ต๐ฎ๐ ๐๐ต๐ฒ ๐๐๐ฅ ๐๐ฎ๐๐:
๐น Under ๐๐๐ฅ ๐ญ๐ฐ.๐ฎ๐ฌ๐ต, an Invitation for Bids may be canceled before bid opening when cancellation is clearly in the public interestโfor example, when the requirement no longer exists or the changes are significant enough that issuing a new solicitation is appropriate.
๐น Under ๐๐๐ฅ ๐ญ๐ฐ.๐ฐ๐ฌ๐ฐ-๐ญ, even after bids have been opened, cancellation may occur when there is a compelling reason. Examples include inadequate or ambiguous specifications, revised specifications, unreasonable pricing, no responsive bid from a responsible bidder, or other circumstances where cancellation is clearly in the public interest.
๐น Under ๐๐๐ฅ ๐ญ๐ฑ.๐ฎ๐ฌ๐ฒ(๐ฒ), if a proposed amendment becomes so substantial that additional potential offerors likely would have competed had they known the revised requirement, the contracting officer must cancel the original solicitation and issue a new oneโ๐ฟ๐ฒ๐ด๐ฎ๐ฟ๐ฑ๐น๐ฒ๐๐ ๐ผ๐ณ ๐๐ต๐ฒ ๐๐๐ฎ๐ด๐ฒ ๐ผ๐ณ ๐๐ต๐ฒ ๐ฎ๐ฐ๐พ๐๐ถ๐๐ถ๐๐ถ๐ผ๐ป.
๐น Under ๐๐๐ฅ ๐ฑ๐ฎ.๐ฎ๐ญ๐ฑ-๐ญ(๐ณ)(๐ฎ), the Government may reject any or all proposals when doing so is in the Governmentโs interest. Commercial-product and commercial-service solicitations contain similar authority under ๐๐๐ฅ ๐ฑ๐ฎ.๐ฎ๐ญ๐ฎ-๐ญ(๐ด), which provides that the Government may reject any or all offers when doing so is in the public interest.
And another point is worth emphasizing:

The decision may relate to the Governmentโs underlying requirement, specifications, acquisition strategy, available funding, pricing, competition, procurement integrity or other legitimate acquisition considerations.
That distinction matters, particularly for newer government contractors who may understandably interpret a cancellation as something having gone wrong with their submission.
Sometimes the Government simply decides that the procurementโas currently structuredโshould not proceed.
